The Department of Education and Early Childhood Learning is seeking a knowledgeable and highly skilled leader to fill the position of Comptroller within the Early Learning and Child Care Division. The Department is dedicated to ensure the education system is structured and supported effectively to improve student outcomes and provide students with the skills and knowledge they need to achieve their potential. Qualifications:
Essential:

  • Bachelor of Commerce, Business, Economics, or Accounting, combined with completion of a professional accounting designation (CGA, CMA, CPA) with significant work related experience. An equivalent combination of education, training and extensive experience may also be considered.
  • Experience developing and implementing financial management practices to assure the security and proper use of funds, through grant accountability, contract management, budgeting activity and comptrollership.
  • Supervisory experience including the ability to manage diverse staff members. 
  • Demonstrated analytical and evaluative skills, including experience with financial analysis and compliance. 
  • Strong organizational and time management skills with the ability to manage concurrent projects with conflicting deadlines.
  • Effective verbal communication skills, including the ability to present technical financial information to non-financial individuals. 
  • Excellent written communication skills with the ability to effectively communicate financial and non-financial information to all levels of the organization.
  • Strong leadership skills with the ability to motivate individuals across the Division and its various branches and units.
  • Strong interpersonal skills with the ability to develop and maintain strong working relationships with diverse stakeholders and staff across the department.
Desired:
  • Thorough knowledge of relevant legislation, including the Community Child Care Standards Act and Regulations, The Social Services Administration Act, The Corporations Act and The Freedom of Information and Protection Privacy Act.
  • Knowledge of the General Manual of Administration, Financial Administration Manual, and Financial Administration Act, and familiarity with Treasury Board Secretariat Guidelines.

Duties:
This position will establish a methodology for reviewing allocations to the child care facilities annually and funding cadences. The Comptroller will provide input to any proposed amendments to funding, reporting requirements and financial reporting template changes.  The Comptroller is expected to fulfill a major leadership role at both provincial and national sectoral levels to address ongoing system change and provide greater equity in support for regulated operators as well as Manitoba families. The incumbent will establish appropriate processes and controls to ensure that the proper delegated authority and approvals are in place prior to the release of funding. The Comptroller will provide a system-wide view of the financial health of the Division including information and reporting for both internal divisional finances and external parties. The position will be responsible for ensuring that complete, accurate, relevant and timely financial information is available to enable effective decision making across the Division.
