The Department of Education and Early Childhood Learning is seeking a knowledgeable and highly skilled leader to fill the position of Comptroller within the Early Learning and Child Care Division. The Department is dedicated to ensure the education system is structured and supported effectively to improve student outcomes and provide students with the skills and knowledge they need to achieve their potential. This position will establish a methodology for reviewing allocations to the child care facilities annually and funding cadences. The Comptroller will provide input to any proposed amendments to funding, reporting requirements and financial reporting template changes. The Comptroller is expected to fulfill a major leadership role at both provincial and national sectoral levels to address ongoing system change and provide greater equity in support for regulated operators as well as Manitoba families. The incumbent will establish appropriate processes and controls to ensure that the proper delegated authority and approvals are in place prior to the release of funding. The Comptroller will provide a system-wide view of the financial health of the Division including information and reporting for both internal divisional finances and external parties. The position will be responsible for ensuring that complete, accurate, relevant and timely financial information is available to enable effective decision making across the Division.
