The Licensing and Compliance Branch promotes and advances resident/patient health and safety by providing provincial leadership in health system licensing and compliance management.   The branch works cooperatively within the department to oversee system compliance with applicable provincial legislation, policies, and standards. The branch engages with regional health authorities, Shared Health, and service delivery organizations to ensure that provincial standards and safe environments for residents/patients are maintained.  We are looking for a Quality and Standards Officer with strong knowledge of the long term care (LTC) sector and a comprehensive understanding of the health care delivery system to join our team.

Conditions of Employment:

  • Must possess valid full Class 5 (5F) driver’s license and access to a vehicle which can be used for work purposes.
  • Must be able to work overtime as needed. 
  • Must be able to travel within Manitoba by vehicle and air, with occasional overnight stays.

Qualifications:

Essential:
 

  • Bachelor's degree in a health-related field, social sciences, or management-related discipline.  A relevant combination of education and experience may be considered.  
  • Extensive experience conducting inspections or implementing quality assurance systems for regulatory compliance in a health care setting. 
  • Extensive knowledge of Manitoba's personal care home/long term care structure and legislative framework.
  • Verbal communication skills to facilitate and negotiate.
  • Demonstrated leadership skills to effectively coordinate compliance activities.
  • Demonstrated problem-solving and decision-making skills.
  • Strong written communication skills to prepare correspondence, reports and other documents for a senior audience.
  • Ability to manage multiple or competing priorities within tight timeframes.
  • Effective interpersonal skills with the ability to establish, engage and maintain positive working relationships with stakeholders.
  • Ability to work independently and exercise initiative.

Desired:
 
  • Experience working with Indigenous and Northern communities.

Duties:
The Quality and Standards Officer provides oversight of personal care homes (PCH) in Manitoba and works with facility staff to ensure provincial standards are maintained at all facilities. The QSO will be responsible for leadership, consultation, and coordination of activities related to long term care. The QSO acts as a team leader to plan, organize, conduct, monitor, report and follow up on standards reviews to PCHs to ensure compliance with the PCH Standards Regulation under The Health Services Insurance Act.  The QSO is expected to provide professional consulting and recommendations to Shared Health, the Regional Health Authorities (RHA), agencies, and branches of government.  The QSO also provides advice to the department on developments, regulatory and legislative changes as well as initiatives and outcomes in the area of long-term care.
