The Capital Planning Branch is responsible for managing the annual capital programs; providing expertise in program development for short and long-term strategic capital infrastructure investment plans and policies of the department; building the framework and analysis for decision-making and establishing value for money across all of Manitoba Transportation and Infrastructure's asset categories; and managing the maintenance, enhancements and quality assurance of data, programs and project systems (Construction Management System (CMS) and Manitoba Infrastructure Projects Map (MIP-Map), MTI’s georeferenced, internal and public-facing map of capital projects). This position is a key member of the Capital Planning Branch.

Qualifications:
Essential:

  • A Certified Professional Accounting designation or a combination of relevant post-secondary education and completion of the intermediate level of CPA program. A suitable combination of education and work experience may be considered. 
  • Experience with accounting systems and processes for cost benefit analysis and other analytical methodologies.
  • Experience in compiling, analyzing, interpreting and preparing, complex financial information and providing sound recommendations to stakeholders. 
  • Experience with accounting processes (funding, disbursements, and revenues) including planning, budgeting, preparing, interpreting, reconciling and analyzing financial budgets, reports, and cash flows in accordance with General Accepted Accounting Principles (GAAP).
  • Effective written communication skills to prepare financial reports for senior management.
  • Strong oral communication skills with the ability to communicate effectively with internal and external stakeholders. 
  • Strong organizational skills with the ability to manage multiple priorities and conflicting deadlines.
  • Effective interpersonal skills with the ability to establish and maintain effective working relationships with internal and external stakeholders. 

Desired:
  • Experience with multiple information systems that report financial/operational data that monitor control and manage resources. 
  • Knowledge of government financial policies and processes.
  • Experience with SAP financial management modules.

Duties:
The Division Financial Analyst is responsible for management and control of the day-to-day financial accounting requirements within Infrastructure, Capital Projects Division.  This includes oversight of all disbursements and recoveries as well as providing on-going budgetary and financial leadership, critical analysis and advisory support, cash flows and variance explanations, problem solving, maintaining financial function relations with all Manitoba Infrastructure divisions and for day to day branch financial administrative matters. 

This position is responsible for establishing control and accountability of divisional resources in this newly created division through sound financial integrity of the departments’ financial processes and systems. The position plays an integral role in the program/operation planning, design and development of the Finance & Administration comptrollership initiative throughout Infrastructure, Capital Projects Division.
