The Department of Environment, Climate and Parks is currently seeking to fill the position of Manager, Waste Diversion and Recycling. The Manager, reporting directly to the Director, provides leadership, direction and guidance with respect to policy development, horizontal/vertical strategic coordination, planning, research and communication, project management, and data mining and analysis for recycling and waste diversion efforts by managing and supervising the work of seven full-time staff in the section.
The incumbent manages and directs through operational and program planning and evaluation to ensure consistency of programming information related to achieving branch, departmental, and government objectives. This includes providing leadership in the long term and strategic planning needs that align with Department policy, legislation, procedures and government priorities with respect to the waste diversion and recycling framework in Manitoba. 

Conditions of Employment:

  • Must be willing and able to work extended hours, including evenings and weekends, as required.

Qualifications:
Essential:

  • Post secondary degree related to Environment, Social Science, Public or Business Administration,  or an equivalent combination of training and experience may be considered.
  • Experience leading or supervising a team with the ability to coach and mentor staff. 
  • Experience in project management including facilitating continuous improvement projects.
  • Strong political acumen for navigating sensitive and confidential issues with tact and discretion.
  • Experience in policy and program analysis including design, development, implementation and evaluation.
  • Strong written communication skills for preparing various documents for executive decision makers and stakeholders.
  • Strong verbal communication skills for effectively communicating with various levels of audiences within the organization.
  • Highly developed interpersonal skills for building and maintaining positive working relationships and partnerships with diverse stakeholders.
  • Knowledge of innovation processes, understanding or experience with Behaviour Insights, Public Engagement, Human-Centered Design, Innovation Engineering, Agile or other.
  • Excellent organizational skills for managing competing and rapidly changing priorities with strict timelines.
  • Proficiency working with Microsoft Office applications (Word, Excel, Outlook, and PowerPoint).
Desired:
  • Knowledge of how to build and promote employee engagement, development and diversity and inclusion at an organization level.
  • Experience working in a public sector environment.
