The Procurement Officer is responsible for the economical and expeditious procurement of goods and services within assigned commodity lines for departments, agencies and programs of the Province of Manitoba. The work is technical in nature and often involves a high degree of complexity and the application of a variety of purchasing techniques with the aid of a computerized purchasing system.

Qualifications:
Essential:

  • Accreditation or certification towards a professional purchasing/materials designation management (Supply Chain Management Association [SCMP]), or equivalent combination of work experience or training may be considered.
  • Experience with the competitive procurement cycle, including: tendering, evaluation strategy, supplier selection, contract award and contract management.
  • Experience negotiating both internally and with suppliers and a demonstrated ability to apply a process to structured negotiations.
  • Strong interpersonal skills with the ability to build and maintain productive working relationships with a variety of stakeholders.
  • Strong written communication skills.
  • Strong verbal communication skills.
  • Strong critical thinking and problem-solving skills.
  • Effective time management and demonstrated ability to prioritize and meet deadlines.
  • Experience using the programs of Microsoft Office, including Word, Excel and Outlook.

Duties:
Reporting to the Manager, Category Management and in accordance with the Government Purchases Act and established policies and procedures, some of the Procurement Officer's key responsibilities include but not limited to are:

  • Identify products/services through report analysis that may be conducive to consolidation and leveraging of volumes as well as reductions in processing costs.
  • Work with other public sector organizations and jurisdictions to establish purchasing partnerships whenever possible to achieve economies of scale and administrative efficiencies.
  • Review, analyze, and edit requisitions from user departments to ensure the adequacy of tender/purchase descriptions and that data related to specifications, delivery, inspection and special conditions where necessary, have been provided.
  • Research and develop specific short and long range objectives with a view to reducing overall costs and improving service to user departments for the goods and services assigned.
  • Visit user departments to discuss problem areas, explain and promote effective purchasing practices and answer questions in the interest of providing effective support.
