Information Technology Services and GIS Branch and The Emergency Measures Organization within Manitoba Transportation and Infrastructure is looking for a creative, highly motivated self-starter to fill our GIS Specialist positions.

The Information Technology Services and GIS Branch within Corporate Services Division consults, supports and collaborates with all Infrastructure program areas through the delivery of fiscally responsible and innovative technology, services and solutions to help our clients achieve their mandate.

The Emergency Measures Organization (EMO) works closely with all levels of government, the private sector, volunteer agencies and other non-government agencies to promote and co-ordinate emergency management, prevent the loss of life, and minimize damage to property and the environment.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Valid class 5 Manitoba driver’s license.
  • Must be able to work extended hours and have the ability to travel within Manitoba by car, plane and boat as needed.

Qualifications:
Essential:

  • Post-secondary education in Computer Science, Information Systems, Geography, Geographic Information Systems (GIS) or a related discipline. An equivalent combination of education and experience may be considered.
  • Experience using GIS software.
  • Experience developing and implementing customized GIS tools, applications and datasets.
  • Experience developing dashboards or data visualizations.
  • Strong verbal communication skills with the ability to relay technical information effectively to internal and external stakeholders.
  • Strong written communication skills.
  • Interpersonal skills including the ability to develop and maintain positive working relationships with internal and external stakeholders.
  • Experience leading projects with a spatial data component.
  • Strong problem solving and analytical skills with the ability to analyse, synthesize and deliver information to diverse stakeholders

Duties:
The GIS Specialist conducts Geographic Information System (GIS) and spatial data analysis in support of program and management decision making.  The Specialist provides technical expertise, support and advice to Departmental clients in the planning and implementation of Geographic Information System (GIS).  Support services include the creation, conversion, compilation, and administration of databases and geospatial databases.  The incumbent will also provide spatial analysis services and develop custom-built geoprocessing tools, specialized mapping products, and dashboards by request, to enhance and support decision making and data analytics
