The Executive Director - Youth, provides leadership and oversight to youth specific initiatives within Justice while collaborating with numerous other Departments and agencies working within a whole of government approach.

Youth specific initiatives will include (but not be limited to) the following: Youth Review Stream 1 & 2, Cross Department Training Development and Case Management Delivery, Manitoba Advocate for Children and Youth (MACY), Mental Health and Addictions (MHA),Social Impact Bond (SIB) initiatives, and Fetal Alcohol Spectrum Disorder (FASD).

Qualifications:
Essential:

• An Undergraduate degree in the social, public administration or a related discipline, combined with relevant experience. An equivalent combination of education and experience may be also considered. Equivalent and related experience defined as: Community College degree (ie Red River) in social services or public administration with extensive experience in Corrections, Education, Family Services or Health with a focus on youth, families, working with high risk / high need / complex cases.
• Experience translating strategic priorities into clear operational and business plans and experience with strategic performance management and measurement systems (eg. Key Performance Indicators, Balanced Scorecards).
• Extensive knowledge of Manitoba's criminal justice system, child and family services systems and youth health and mental health systems and their delivery structures.
• Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future.
• Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues and successfully manage change.
• Management experience with responsibility for human and financial resources.
• High level of political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
• Working knowledge of relevant legislation.
• Strong verbal and written communication skills with experience managing internal and external stakeholder relationships.
• Understanding of relationships with Indigenous people and responsibilities of implementing the principles of reconciliation.

Duties:
The Executive Director - Youth, represents the Division on inter-jurisdictional matters, including federal / provincial / territorial working groups and meetings with community organizations. Providing leadership, strategic planning, program standards and evaluation and financial accountability is a key component of this position.

This position develops and maintains ongoing working relationships with diverse contacts to effectively manage operations and program functions, within a unionized environment. The Executive Director - Youth, organizes and enhances the Divisions capabilities within existing fiscal and human resource allocations, along with supporting program initiatives within Government, as well as, with Community partners towards achieving the desired outcomes.
