The Scorecards unit is leading the implementation of a government-wide strategic management and performance measurement framework that will deliver alignment to government priorities and improved outcomes for Manitobans. While much has been accomplished to date, the work is just getting started. The Scorecards unit is seeking a highly motivated and multi-skilled individual to become the Scorecards Operations Lead, a pivotal role that coordinates scorecards operations across all departments. We are looking for an individual with superior leadership and communication skills, project management and innovation experience and a solid understanding of strategic management and performance measurement principles. This is an exciting time to join the scorecards unit as we enter the next phase, and the Operations Lead will play a critical role in designing and delivering a best in class framework that will serve Manitoba for years to come.

Qualifications:
Essential: 

  • Post-secondary education in a related field. Other equivalent combinations of experience and related education will be considered 
  • Experience developing strategic plans (including balanced scorecards) policies and/or operational procedures
  • Experience with quality control, auditing and/or program or policy evaluations
  • Experience using Project Management and Change Management principles 
  • Strong verbal communication skills including the ability to facilitate teams and lead training sessions
  • Strong written communication skills including the ability to create government wide communications strategies and content
  • Strong interpersonal skills including a high level of political acumen
  • Working knowledge of government financial cycles including Budget, Estimates, Supplement to the Estimates of Expenditure (SEE), Annual Reports, Treasury Board submissions and related policies, procedures and legislation
  • Comprehensive knowledge of government strategic direction, major strategic initiatives and critical performance measures 
Desired: 
  • Experience using MS Teams, MS Excel, MS Teams Power BI, Corporater or other dashboard or analytics software

Duties:
Working closely with the Executive Director, you will be afforded significant independence to solve problems, and design and execute solutions to help advance the principles of strategic planning and performance measurement in government. Primary duties include:
• Functional deputy to the Executive Director, Scorecards and is able to make decisions and act on behalf of the Executive Director, Scorecards.
• Serve as a senior scorecards subject matter expert for government.
• Provide advice and direction on the application of the scorecards methodology to senior leadership, directors, and their management teams when required.
• Lead and oversee the deployment of balanced scorecard methodology across government.
• Provide advice, leadership and oversight of the implementation and integration of balanced scorecard methodology into existing processes within Government of Manitoba.
• Work closely with the Scorecards Information Systems Analyst to ensure successful coordination of all balanced scorecard implementation deliverables.
• Research and recommend both business related and software related strategic solutions to the Executive Director, Scorecards.
• Develop and create policies, processes, forms and documents for the integration of balanced scorecards into government business.
• Perform quality assurance reviews of KPIs, data dictionaries and other scorecards content.
• Assist with the development and alignment of financial reporting processes and documents including the Supplement to the Estimates of Expenditure and Annual Report.
• Oversee the development of balanced scorecards training.
