The Vital Statistics Branch is a high-volume, front-line service branch that registers vital events (births, deaths, and marriages), issues a variety of certificates, and provides foundational identity and registration related services. Services are delivered in-person, by telephone and/or email. The Vital Statistics Branch is responsible for the administration of legislation including The Change of Name Act, The Marriage Act and The Vital Statistics Act. Administration of these acts includes the regulated civil registration of vital events throughout Manitoba. This requires registering vital events in a way that complies with international human rights conventions so that identity can be proven.

Qualifications:
Essential:

  • Post secondary education in public administration, law or management, with experience in administration at the management level or an acceptable combination of related education, training and similar work experience. 
  • Demonstrated ability to lead, support and empower staff to provide timely, accurate and client-centric service in a high-volume, fast paced environment, while consistently meeting established service standards and program mandates.
  • Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g. balanced scorecards).
  • Strong verbal communications skills with experience listening and communicating with a variety of internal and external stakeholders, and clients. 
  • Strong written communication skills, with experience using plain language to write correspondence, notes and reports to a variety of internal and external stakeholders.
  • Understanding of the principles of reconciliation and the Calls to Action, specifically Calls to Action Numbers 17 and 71, established by The Truth and Reconciliation Commission of Canada.  
  • Demonstrated ability to develop, support and maintain a diverse and respectful work environment.  
  • Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues. 
  • Management experience with responsibility for human and financial resources. 
  • Experience providing leadership and direction in the designing, implementation and review of legislation, policies and programs.
  • Demonstrated ability to leverage opportunities for innovation, to find creative solutions to issues, and successfully manage change.

Desired:
  • Knowledge of current issues affecting legislation administered by the Vital Statistics Branch.

Duties:
As a member of the Consumer Protection Division's senior management team, the Director is responsible to lead and manage the Vital Statistics Branch, and to provide advice on strategic options and policy support to the Assistant Deputy Minister, Deputy Minister and Minister. The Director is responsible for the safe and secure collection, use, and management of data held by the Vital Statistics Branch. The Director builds and maintains and respectful workplace culture that promotes diversity, learning and continuous improvement.  The Director manages a team to achieve established service delivery mandates, operational mandates and program objectives, including client service experience and employee engagement.  The Director develops and implements accountability mechanisms that include evaluation, performance measures (e.g. balanced scorecards), and reporting for the Branch, and takes corrective action as needed.  The Director ensures alignment with government objectives, implementation of the recommendations of the Office of the Auditor General, and transparency in reporting outcomes.  The Director may represent the interests of the Branch and/or Division in federal, provincial and territorial discussions.  The Director is committed to developing strong and effective relationships with all branch stakeholders, in order to continuously improve and respond to the needs of Manitobans.
