The Municipal Support Services Unit of the Northern Affairs Branch provides policy and program support for the provision of municipal program and service delivery to 50 communities recognized under the Northern Affairs Act. 

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must be willing and able to travel outside the province on occasion
  • Must be willing and able to travel to rural and northern communities within the province

Qualifications:
Essential:

  • Formal professional training, preferably at the Bachelor level, Business Administration or Public Administration. A combination of related experience and education will also be considered
  • Experience in emergency management and Incident Command Structure
  • Knowledge of government structures, systems and decision-making processes in Provincial, Federal and Indigenous governments
  • Experience liaising with various organizations, jurisdictions, communities and government partners to foster collaboration and partnership
  • Understanding of Indigenous and northern communities and various related trends and issues
  • Experience managing politically sensitive situations through use of diplomacy and tact
  • Experience planning, coordinating and managing difficult and/or complex projects and initiatives
  • Experience interpreting and applying legislation, policies, and procedures
  • Ability to supervise the work of junior analysts as required
  • Ability to work competently using Microsoft Office, and e-mail programs
  • Strong written communication skills

Desired:
  • The ability to manage conflict, negotiate issues, and work to achieve consensus between various stakeholders
  • Ability to adapt to a variety of web-based tools

Duties:
The Senior Analyst’s primary responsibilities include emergency management. Additionally, this position's responsibilities include working with other provincial departments, Indigenous organizations / communities and other levels of government to coordinate, research, analyse, develop and implement a range of provincial policies, programs and initiatives aimed at contributing to an improved quality of life for Indigenous and northern Manitobans.  The Senior Analyst works to identify methods of measuring progress to achieve provincial objectives.
