Qualifications:

Essential:
 

  • Professional CPA designation with current and active membership in CPA Manitoba and CPA Canada, and significant financial management experience.  An equivalent combination of education, training and relevant experience may be considered
  • Experience with the comptrollership/compliance function, particularly as it pertains to general accountability
  • Experience assessing and documenting a range of financial systems and processes used in monitoring, controlling and reporting on revenues and expenditures
  • Extensive knowledge of the principles of financial planning, budgeting and expenditure control
  • Experience in the development and maintenance of financial policies and procedures to ensure management direction, control and accountability of resources, and compliance with legislative and administrative guidelines
  • Strong analytical and problem-solving skills with experience evaluating, interpreting, developing and communicating policies and procedures
  • Experience with financial reporting requirements including year-end reporting 
  • Effective verbal communication skills
  • Effective written communication skills
  • Experience with staff supervision including team leadership and teambuilding, allocating work, problem-solving and resolving conflict
  • Strong organizational skills with the ability to establish priorities to meet deadlines with accuracy
  • Strong interpersonal skills with the ability to collaborate and develop effective working relationships with staff at all levels
  • Experience with SAP or other enterprise software

Desired:
 
  • Experience with auditing, including conducting audits/reviews to achieve accountability and comptrollership
  • Experience with compliance with grant accountability and contract management
  • Experience with government financial requirements encompassed in the General Manual of Administration, Financial Administration Manual and Financial Administration Act

 

Duties:

The Manager, Comptrollership and Review, Administration and Finance Division, is responsible for developing, reviewing and managing the comptrollership function including general accountability, grant accountability and processes related to contract management.  The incumbent supports executive management through stewardship of resources and ensures that direction and operations are in accordance with governing legislation, including The Financial Administration Act and the established and changing policies of the Public Sector Accounting Board of the Canadian Institute of Chartered Accountants.  The incumbent provides direction, focus and an integrated perspective to the corporate accounting, financial and internal control functions in the department including establishing policies and practices to ensure management direction, control and accountability of resources and compliance with legislative and administrative guidelines in the effective and efficient administration and delivery of programs.

The Senior Financial Manager, Community Service Delivery Division, is responsible for ensuring the comptrollership function for the Division is properly maintained to meet the Division’s needs for financial control, accountability, reporting and the safeguarding and protection of financial assets.  This position oversees comprehensive central support services to divisional operations including direction and support in financial planning, the development of financial reporting systems, financial evaluations and administrative requirements.

The Manager, Financial Planning and Analysis – Manitoba Housing, is responsible for providing leadership, direction and focus to ensure the divisional comptrollership function is appropriately maintained to meet the needs of the division for financial control, accountability, budgeting, reporting and the safeguarding and protection of financial assets.  The incumbent is responsible for the coordination and assembly of all financial information required for the preparation of the annual estimates, monthly and quarterly financial reports, expenditure and revenue forecasts, variance reporting and financial analysis.
