Qualifications:
Essential:

  • A professional accounting designation (CA, CMA or CGA) or an equivalent combination of education and several years of Financial Management accounting experience.
  • Knowledge of the Province of Manitoba's financial management policies and practices as set out in the Financial Administration Act, the Provincial Auditor’s Act, the Financial Administration Manual and the General Manual of Administration.
  • Experience with the Government's financial management information systems (SAP), specifically with attention to utilization of the FM, CO, HR and Asset modules and PBFM – Planning, Budgeting and Forecasting System module, as related to Budgeting and cash flow reporting.
  • Strong interpersonal skills with the ability to foster team building and lead teams.
  • Excellent verbal and written communication skills. 
  • Supervisory skills and experience in managing the performance of staff, teams, and projects. 
  • Must possess strong analytical and conceptual skills necessary for financial reviews, analysis, forecasting, problem solving, assessing input of program changes, developing new funding models, etc.
  • Experienced and skilled on computer software such as Microsoft Word, Excel, Access, Outlook, PowerPoint, SAP, PBFM, or equivalent programs. 
Desired:
  • Knowledge of Generally Accepted Accounting Principles (GAAP) as set out by the Canadian Institute of Chartered Accountants, and Government accounting principles and practices as set out by the Public Sector Accounting Board.
  • Knowledge in the management of reviewing the department’s consolidated Estimates documents, Budget Supplement documents, monthly/quarterly cashflows, and year-end annual reports.

Duties:
The Manager of Financial Planning and Review reports to the Director of Financial Services.  This position is responsible for budget and financial monitoring and management for the Department of Conservation and Climate, a large and decentralized department. The position provides overall management and insight of the department’s budget processes and activities, and interprets and analyse newly emerging accounting advances including environmental liabilities and inventory accounting practices.
