Capital Planning Branch manages and develops the annual capital programs and provides expertise in program development for short and long-term strategic capital infrastructure investment plans and policies of the department. Builds the framework and analysis for decision-making and establishing value for money across all of MI’s asset categories; and manages the maintenance, enhancements and quality assurance of data programs and project systems (CMS and MIP-Map (MI’s georeferenced, internal and public-facing map of capital projects)).

The Infrastructure Data Specialist, Infrastructure Programs & Systems (IDS) reports to the Infrastructure Programs & Systems Manager and is a highly skilled and experienced professional providing credentialed data expertise and technical analysis support to various product and project teams. The IDS is responsible for designing and maintaining data systems and databases in correlation to all the departments’ capital infrastructure plans; this includes fixing errors and other data-related problems. The IDS is responsible for the data and data sources that integrate to the Construction Management System (CMS), the Pavement Management System (PMS), Highway Inventory System (HIS), the external public facing interactive map (Manitoba Infrastructure Projects map (MIP-Map)), the internal facing interactive map, the individual department capital plan maps, and the Advertising Schedule map.
The IDS is responsible for mining data from primary and secondary sources, then reorganizing said data in a format that can be easily read by either human or machine. This includes compiling required data sets, undertaking various analyses, and using Geographic Information System (GIS) to overlay the data used to prioritize and identify infrastructure capital project needs that will support provincial strategic planning. The IDS prepares and presents data through different medians that will enable the department to make informed decisions.
The IDS requires extensive interaction and co-operation with Infrastructure, Capital Projects (ICP) Division, Technical Services & Operations Division (TSO), Corporate Services Division’s (CSD) Information Technology & GIS Branch, and Director of Capital Planning to develop and manage the spatial data, analysis and regular reports/GIS maps in response to requests for information related to capital projects in all capital plans/programs.
