The Economic Opportunities Navigation Division is responsible for providing concierge services for medium to large scale foreign direct investment, business expansion, or trade opportunities. The division is responsible for business navigation, select business immigration services, policy for trade, economic development policy, as well as project managing initiatives to fill targeted labour market shortages. The division is responsible for working internally across provincial departments as a one-stop approach to connect businesses and economic development partners to the Government of Manitoba.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must have a valid Class 5 Driver's Licence
  • Must be able to travel nationally or internationally via motorized vehicle, airplaine and/or train
  • Must be willing and able to work overtime, which may include evenings and weekends, as required

Qualifications:
Essential:

  • Post-secondary education, preferably at the graduate level, or an equivalent combination of equivalent education and experience
  • Experience developing and interpreting labour market information and data  
  • Experience in an economic development role, including planning and implementing economic development strategies
  • Strong project management skills, with experience leading complex projects in collaboration with diverse stakeholders
  • Excellent verbal communication skills with the ability to present to senior executives for the purpose of decision-making
  • Strong interpersonal skills with the ability to establish and maintain positive and effective working relationships with a wide variety of stakeholders by building rapport and resolving conflict as required
  • Strong problem solving and decision making skills
  • Excellent written communication skills with experience drafting and reviewing briefing materials, reports and authority seeking documents
  • Effective judgement and discretion with the ability to manage confidential and politically sensitive material in an appropriate manner

Desired:
  • Experience with strategic performance management and measurement systems, such as Key Performance Indicators

Duties:
The Project Consultant works directly with other departments, governments, and partner agencies to develop plans and deliver targeted projects/programs with the primary outcome of filling specific labour market shortages or supporting economic development.  The position will bring relevant and impacted stakeholders together, conduct analysis, and provide reports with actionable recommendations for targeted labour market shortages related to training, marketing, compensation, or recruitment. Similar activities will be carried out for projects supporting economic development that require the development of a report, policy, processes, IT or software solution, or stakeholder coordination. 

The position will also draft briefing, advisory and authority seeking documents as required. The position will deliver presentations with actionable recommendations to senior management, impacted stakeholders, and decision-makers to receive direction on implementation plans or policy direction.
