Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must be a member of, or eligible for membership in, the Manitoba Institute of Agrologists at the Professional Agrologist level.

Qualifications:
Essential:

  • Bachelor of Science in Agriculture with an emphasis in Economics, Policy, Business or an equivalent related discipline and/or specialty. An equivalent combination of education, training and experience may be considered
  • Experience in the agriculture industry working in the areas of policy development, environment, finance and/or economics
  • Experience with financial accounting/analysis
  • Knowledge of policy and regulation development processes
  • Excellent written communication skills for writing advisory notes, correspondence and related supporting materials for senior management
  • Strong verbal communication skills
  • Strong analytical skills with the ability to make decisions using sound judgment
  • Ability to collect, analyze, summarize data from a variety of sources resulting in policy, program and regulation recommendations
  • Strong political acumen used to deal with complex and sensitive issues
  • Strong leadership skills used to work with internal and/or external colleagues/clients/stakeholders

Desired:
  • Multi-land use/resource planning experience
  • Working knowledge of the provincial Crown-Indigenous consultation policy and procedures
  • Negotiation experience

Duties:
The Crown Land Process Development Specialist (PDS) is responsible for leading and providing expert policy analysis and procedural tool development primarily in the area of agricultural Crown land management and in terms of service delivery, non-agricultural Crown land management as well. In collaboration with the department’s Central Policy unit the PDS is expected to follow an appropriate policy process (problem identification, consultation, analysis, consideration of policy options, implementation, monitoring/evaluation), to initiate the assessment and development of policy response options for the province, and provide reports and recommendations for senior management. PDS is also responsible for engaging with their federal and provincial counterparts to develop and administer provincial programming with respect to ensuring sustainable ecosystems through responsible Crown Land use, development, management and deliverables. The incumbent is expected to represent the department on the provincial, inter-provincial and national level, regarding program development.
