The Residential Tenancies Branch administers The Residential Tenancies Act, The Condominium Act and The Life Leases Act. The branch is responsible for the resolution of landlord and tenant disputes through investigation, mediation and adjudication, and is also responsible for the regulation of rent increases and enforcing compliance with the regulation. The branch is looking for a qualified individual to fill a repair officer position in Winnipeg, Manitoba, to conduct investigations and ensure compliance in areas of health, safety and building standards. This position will be required to provide support to other units in the branch as needed. Conditions of Employment:

  • Must be legally entitled to work in Canada

Qualifications:
Essential:

  • Experience investigating and ensuring compliance with statutes and regulations.
  • Experience conducting on-site inspections with respect to compliance with legislation governing health, safety and building standards.
  • Excellent decision-making skills.
  • Strong written skills.
  • Ability to exercise judgment in difficult situations, including a high volume work environment.
  • Strong interpersonal skills.
  • Excellent organizational and time management skills.

Desired:
  • Experience and /or training in mediation and /or dispute resolution.
  • Experience with the MS Word, excel and databases.
  • Experience evaluating financial statements and performing computations for analysis.
  • Experience using electronic file management systems.
  • Experience in, or practical knowledge of, dispute resolutions.
  • Experience in property maintenance and/or physically conducting onsite property inspections.

Duties:
Reporting to the Investigation Services Coordinator, this position is responsible to conduct on-site rental unit inspections with respect to compliance with legislation governing health, safety and building standards and to issue orders with written reasons in areas of non-compliance. The officer works with landlords and tenants to ensure that repairs are completed in a timely fashion. The officer will enforce outstanding orders in accordance with The Residential Tenancies Act and branch policies, including the collection of funds and the hiring of contractors to complete the repairs. The repair officer is responsible for the hiring, management and paying of trades and contractors hired. These decisions have a direct impact on a landlord’s business and on the tenants' living accommodations. The primary objectives of the position are to ensure that rental property is maintained to a level that meets the health, safety and building standards of the Province and Municipal by-laws. The incumbent will be required to travel to throughout Manitoba to conduct investigations and inspections.  The Repair Officer also advises landlords and tenants on the requirements of the legislation through public speaking engagements, correspondence and over the telephone.
