The Emergency Measures Organization (EMO) works closely with all levels of government, the private sector, volunteer agencies and other non-government agencies to promote and co-ordinate emergency management, prevent the loss of life, and minimize damage to property and the environment. EMO works within the provisions of The Manitoba Emergency Measures Act, to prepare, maintain and implement plans, policies, and procedures relating to preparedness, response, and recovery from emergencies and disasters in Manitoba. The main lines of business of EMO include emergency preparedness, response, recovery and mitigation.

Reporting to the Response Program Manager, the Emergency Alerting Coordinator is responsible for the research, analysis, planning, development and coordination of the emergency alerting system, for the activities, policies and guidelines that support the maintenance of a province-wide emergency alerting platform that compliments the National Public Alerting Program (NPAS), and for maintaining inter-provincial and inter-jurisdictional emergency alerting collaboration and agreements.
The position’s primary role is to analyse, evaluate and coordinate emergency management programs, policies, initiatives and plans in the areas of emergency alerting policy and system delivery. It will involve writing unique contingency plans, and contributing to the Manitoba Emergency Plan. It will also be involved in developing strategies and policies to leverage social media for emergency management activities. It will fulfill a duty operations function for maintaining current situational awareness, liaising with municipalities, other departments and agencies, and external partners; as well as managing routine and possible sensitive emergency response issues. The position will be tasked on a rotational basis as the Emergency Management Organization (EMO) Duty Officer (DO).
The position will develop and maintain appropriate networks and contacts and will liaise with government departments at the municipal, provincial, federal and international levels. It will develop official submissions including research reports, discussion papers and briefing notes to be used as a basis for decisions within emergency management executive and by senior and elected government officials. The position works both independently and as part of a team, including on occasion as a team leader.
