This is to fill 1 Term/Full-time designated bilingual position and 1 Regular/Part-time non-bilingual position, candidates are encouraged to indicate on their résumé if they fulfil this potential requirement. The Office of the Vulnerable Persons' Commissioner is responsible for the implementation and administration of the substitute decision-making provisions of The Vulnerable Persons Living with a Mental Disability Act. Given its quasi-judicial role, the Office functions independent and at arms-length of the Department. 

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must have a satisfactory Criminal Record Check with vulnerable sector search, Child Abuse Registry Check and Adult Abuse Registry Check

Qualifications:
Essential:

  • Bachelor of Social Work or equivalent combination of education and related experience
  • Extensive experience working with vulnerable persons in a professional and social services capacity
  • Experience reviewing and interpreting psychological assessment reports and related documentation
  • Broad understanding of the substitute decision making provisions of The Vulnerable Persons Living with a Mental Disability Act
  • Strong analytical skills with sound judgement and the ability to review and assess a wide range of complex technical information and documentation to reach reasonable conclusions
  • Strong interpersonal skills with the ability to establish and maintain effective working relationships with variety of stakeholders
  • Knowledge of basic accounting/bookkeeping principles; and of financial programs and benefits pertaining to vulnerable persons
  • Effective written communication skills with the ability to summarize large amounts of information into clear, concise reports and letters
  • Effective verbal communication skills including the ability to deliver presentations to a variety of audiences
  • Strong organizational and time management skills to prioritize a heavy workload in a work environment with conflicting deadlines and competing priorities
  • Excellent French verbal communication skills, *required for designated bilingual position
  • Excellent French written communication skills, *required for designated bilingual position

Desired:
  • Knowledge of the social services system and programs

Duties:
The Program Specialist provides advice, direction, counsel, and information to a wide range of individuals (families, vulnerable persons, lawyers, doctors, social workers, financial personnel, parents, etc.); conducts preliminary investigations, analysis and prepares reports with recommendations on substitute decision making-related applications; audits the financial management actions of appointed SDMs; participates in the delivery of training and undertakes special projects as assigned.
