The Office of the Vulnerable Persons' Commissioner is responsible for the implementation and administration of the substitute decision-making provisions of The Vulnerable Persons Living with a Mental Disability Act. Given its quasi-judicial role, the Office functions independent and at arms-length of the Department.

The Program Specialist provides advice, direction, counsel, and information to a wide range of individuals (families, vulnerable persons, lawyers, doctors, social workers, financial personnel, parents, etc.); conducts preliminary investigations, analysis and prepares reports with recommendations on substitute decision making-related applications; audits the financial management actions of appointed SDMs; participates in the delivery of training and undertakes special projects as assigned.
