The Capital Planning Branch is responsible for managing the annual capital programs and provides expertise in program development for short and long-term strategic capital infrastructure investment plans and policies of the department. Builds the framework and analysis for decision-making and establishing value for money across all of MI’s asset categories; and manages the maintenance, enhancements and quality assurance of data program and project systems (Construction Management System (CMS) and Manitoba Infrastructure Projects Map (MIP-Map), MI’s georeferenced, internal and public-facing map of capital projects). This position is a key member of the Transportation Systems Planning section in the Capital Planning Branch.

Qualifications:
Essential:

• Completion of a Bachelor's degree in engineering, planning, economics, or other transportation planning related field of study. A combination of education and experience may be considered.
• Extensive experience in transporation and economic planning which includes economic and financial analysis.
• Extensive experience in regional development and provincial transportation systems.
• Strong experience in transportation planning policy and legislation. 
• Demonstrated experience in ArcGIS and transportation analytical tools for transportation planning and policy development. 
• Strong analytical, decision making and problem solving skills.
• Excellent verbal communication skills with the ability to communicate effectively with professional staff, engineering consultants, technicians, contractors, major stakeholders and the general public.
• Excellent written communication skills for preparing complex and significant written materials and submissions for a senior level audience. 
• Ability to work independently and willingness to take on new challenges. 
• Strong interpersonal skills with the ability to work in a diverse team environment. 

Desired:

• Master's Degree in engineering, planning, economics, or other transportation planning related field.

Duties:
Reporting to the Transportation Systems Planning Engineer, the Transportation Economist functions as part of a multi-disciplinary team and within a team approach, is responsible to:
 

• Provide specialized advice on transportation planning and system policy issues important to the provincial government;
• Provide advice on complex transportation investment alternatives by undertaking specialized analyses of proposed transportation investments and identifies strategy options and policy implications of alternative financing approaches;
• Prepares reports, discussion papers, executive briefings and submissions which combine engineering, financial and economic considerations in addressing financial and economic aspects of transportation system funding requirements and policy initiatives.
• Provide support in the development of high level and complex policy and planning service options and solutions for multimodal transportation system and infrastructure;
• Provide specialized economic and financial analysis input to support the varied complex and high priority multi-modal transportation strategic initiatives of the branch and division;
