The Emergency Measures Organization (EMO) works closely with all levels of government, the private sector, volunteer agencies and other non-government agencies to promote and co-ordinate emergency management, prevent the loss of life, and minimize damage to property and the environment.  EMO works within the provisions of The Manitoba Emergency Measures Act, to prepare, maintain and implement plans, policies, and procedures relating to preparedness, response, and recovery from emergencies and disasters in Manitoba.  The main lines of business of EMO include emergency preparedness, response, recovery and mitigation.   

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Valid class 5 Manitoba drivers license.
  • Must be able to work extended hours; travel through the province on regular basis; sit for prolonged periods of time.
  • Ability to work in a demanding and fast -paced enviornment.

Qualifications:
Essential:

  • Post secondary education in emergency management, disaster management, or social sciences, or an equivalent combination of relevant education, training and experience.
  • Experience conducting research and analysis for policy and project development. 
  • Strong written communication skills with experience preparing analytical decision making documents and briefing or advisory notes.
  • Strong verbal communication skills with experience presenting to variety of audiences.
  • Strong political acumen and the ability to manage confidential, controversial and politically sensitive material and situations with tact and diplomacy.
  • Strong teamwork and interpersonal skills with the ability to develop and maintain working relationships and interact effectively with internal and external stakeholders. 
  • Strong organizational skills, with the ability to manage competing priorities with strict timelines, and demonstrate flexibility with changing priorities and tasks in a fast-paced, change-driven environment.
  • Excellent analytical, problem solving and decision making skills.
  • Proficiency working with Microsoft Office applications (Excel, Word, Outlook and Powerpoint). 
  • Ability to work independently and with minimal supervision, and display initiative to independently manage projects and pursue new challenges and opportunities. 

Desired:
  • Knowledge of emergency management principles.
  • Experience or training in emergency management, incident command or management systems.

Duties:
Reporting to the Response Program Manager, the Situational Awareness Coordinator is primarily responsible for the research, analysis, planning, development and coordination of the systems, activities, policies and guidelines that support the maintenance of province-wide situational awareness. The position performs qualitative and quantitative analysis of information, prepares submissions, advisory notes, issues updates, options papers, reports and other materials used as basis for decision making. Working in a collaborative team this position will work toward the development and implementation of operational procedures, guidelines, and plans to facilitate the creation and dissemination of a common operating picture (COP) during emergencies and disasters to facilitate coordination of the government’s response and cooperation between partners.
