Manitoba Conservation and Climate is seeking qualified individuals to fill Environment Officer and Drinking Water Officer (EO2) positions throughout the Province of Manitoba.

Environment Officers from the Environmental Compliance and Enforcement Branch are responsible for coordinating the activities of the province's environmental program under The Environment Act.  Drinking Water Officers from the Office of Drinking Water Branch are responsible for coordinating the activities of the province’s drinking water program under The Drinking Water Safety Act.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must possess and maintain a valid full stage Class 5 Manitoba Driver's Licence.
  • Must be willing and able to travel throughout the province with occasional overnight stays as required.
  • Must be able to work overtime, including evenings and weekends as required
  • Must be able to provide a satisfactory Criminal Record Check
  • Must be physically able to perform the duties and responsibilities of the position such as site inspections and investigations which require walking over rough terrain while carrying up to 20 pounds.
  • Must participate on the Office of Drinking Water's 24 hour On-Call Program which includes the ability to immediately respond to issues and emergencies as they arise. (Applicable to Drinking Water Officer positions)
  • Within 2 years of the start date in the position, the incumbent must successfully complete the California State University Water Treatment Plant Field Study Program (Volumes I and II) and the Association of the Board of Certification's (ABC's) level II Water Treatment Exam.  Upon successful completion, the incumbent will be eligible for qualification pay. (Applicable to Drinking Water Officer positions)

Qualifications:

Essential:
 

  • Graduation from an accredited University or College with a degree or diploma in Environmental Science, Biological Science, Engineering or related discipline, with relevant experience.  A suitable equivalent combination of education, training and extensive experience may also be considered.
  • Experience working with, and thorough knowledge of, legislation related to the environment and/or drinking water, such as: The Environment Act, The Dangerous Goods Handling and Transportation Act; The Drinking Water Safety Act, The Public Health Act etc.; and related guidelines in either a work or academic environment. 
  • Experience assessing scientific and technical data and documents in either a work or academic environment.
  • Demonstrated ability to undertake compliance inspection, investigation and enforcement activities
  • Experience with environmental monitoring and sampling techniques in a work or academic environment.
  • Strong verbal communication skills including the ability to communicate with diverse audiences.
  • Strong written communication skills including the ability to draft a variety of letters, reports and educational/briefing material.
  • Effective problem-solving and conflict resolution skills.

Desired:
 
  • Knowledge of drinking water treatment principles
  • Experience with, and thorough knowledge of, environmental management and the effects that contaminants may have on the environment and human health 

Duties:
As Environment Officers, reporting to the Regional Supervisor, incumbents are responsible for the administration, inspection, and enforcement of regulations, licences, orders and permits pertaining to The Environment Act, Contaminated Sites Remediation Act, Dangerous Goods Handling and Transportation Act, Waste Reduction and Prevention Act, and Ozone Depleting Substances Act .

As Regional Drinking Water Officers, reporting to the Senior Regional Drinking Water Officer, incumbents are responsible for the administration and enforcement of regulations, licences, permits, orders and advisories pertaining to The Drinking Water Safety Act and its supporting regulations. Responsibilities include inspecting water systems to ensure compliance and safety of Manitoba’s drinking water, monitoring the on-going operation of public and semi-public water systems, undertaking source water assessments as per legislation, policy or guidelines, and performing confirmatory water quality sampling. The incumbent is also expected to prepare and review regulatory documents and compliance reports and to interpret and disseminate technical data.
