The ICT Portfolio Financial Analyst is accountable for financial planning, accounting and reporting including the development and implementation of financial controls in support of enhanced comptrollership within Business Transformation and Technology.   This function provides key information and analysis to the corporate ICT capital planning and budgeting processes. The Financial Analyst is responsible for the accurate and timely accounting of all ICT capital projects, including all related reporting, analysis, and internal controls.  An important aspect of this role is to bring a Total Cost of Ownership perspective to ICT assets over the full life cycle of each asset type.

The incumbent is a member of the Business Transformation and Technology (BTT) Finance unit, providing financial and related support to internal BTT branches and related services, as well as providing financial analysis support and reporting to the department of Central Finance, and Treasury Board Secretariat.  The knowledge of information and communications technologies to provide financial services is beneficial.

Qualifications:
Essential:

  • A recognized accounting designation Chartered Professional Accountant (CPA) or equivalent combination of education, training and experience may be considered. 
  • Experience using the principles of financial planning, budgeting and expenditure control.
  • Experience using financial principles for developing and monitoring controls in information systems.
  • Interpersonal skills with the ability to develop positive relationships with various stakeholders and work collaboratively with a team.
  • Written communication skills with the ability to prepare concise reports for a variety of audiences.
  • Strong political and business acumen. 
  • Analytical and decision-making skills.
  • Strong organizational and time management skills with the ability to set priorities and meet deadlines.

Desired:
  • Knowledge and/or exposure to project accounting principles and methodologies.
  • Knowledge of internal controls, Canadian GAAP and Public Sector Accounting Board guidelines. 
  • Experience using SAP or other ERP systems.

Duties:
 ICT Capital and Financial Management including developing, adapting and implementing financial and business advice and controls for government’s ICT capital.

  • Prepares complex cost-benefit analyses and recommendations for ICT initiatives.
  • Provides financial monitoring, analysis, control and reporting for ICT capital and ICT projects.
  • Reviews capital and project related Treasury Board submissions and business cases for quality and financial implications.
  • Develops, implements and maintains the organization’s overall financial management process for ICT projects including financial analyses, budgeting, cash flow forecasts and variance explanations for both capital and operating.
  • Analyzes current financial processes to determine issues or concerns, and makes recommendations to mitigate identified issues.
  • Prepares and submits operational cash flows, ensuring budget allocations are not exceeded.
  • Prepares analysis and reporting for the annual estimates process.
  • Measures and reports against the financial plan, and identifies any variances to the plan including risks and opportunities.
  • Ensures all mandatory information is included in SAP for ICT contracts (e.g. payment structure, procurement categorization, coding, and provides financial oversight of all contracts to ensure payments are in accordance with the contract terms and deliverables are received. Where applicable, ensures contracts are aligned to development of ICT assets.
  • Works with BTT Management to develop and maintain cost models for ICT services as they are developed.
  • Processes monthly financial transactions in SAP as required
