Manitoba Health, Seniors and Active Living is looking for a Policy Analyst to join our Workforce Branch. 

The Workforce Planning Branch is responsible for providing policy direction and departmental leadership in the development of health human resource, compensation and collective bargaining policy, planning and oversight for the various sectors in the health system. This includes supply, utilization, legislation, workforce strategies, mechanisms and concept models for all health care providers to support the delivery of health care in Manitoba.

Qualifications:

Essential:
 

  • Post secondary education in health, social sciences, public administration or law.  An equivalent combination of education and experience may be considered. 
  • Strong experience leading the planning, design, development and implementation of policies and programs related to health and/or human resource planning.  
  • Experience evaluating and interpreting legislation to provide advice and recommendations to various stakeholders.
  • Demonstrated understanding of workforce planning in a public sector environment.
  • Strong verbal communication skills to present complex and sensitive information both formally and informally.
  • Excellent written communication skills to produce complex and sophisticated written material for a variety of audiences.
  • Strong political acumen. 
  • Strong problem solving skills to evaluate complex issues and provide sound advice and recommendations.
  • Strong interpersonal skills to work with a diverse range of internal and external stakeholders with often competing interests.
  • Effective time management skills to manage multiple complex projects with competing priorities.  
  • Ability to analyze and interpret complex information, evidence and research using qualitative and quantitative analysis.
  • Demonstrated leadership skills to manage projects and lead effective project teams and committees.
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint and Outlook).

Desired:
 
  • Experience monitoring and forecasting financial expenditures, workforce projections, issues and implications in connection with all Health Human Resource sectors.
  • Experience in project management including change management.

Duties:
Reporting to the Director of Workforce Planning, the Policy Analyst develops and monitors policies and programs on health care issues related to health human resource planning, including: forecasting and monitoring, recruitment and retention strategies, funding and compensation mechanisms, innovative concept models, and optimized cost effective service delivery.
