Introduction
The Department of Aboriginal and Northern Affairs is committed to improving the quality of life and opportunities for Manitoba's Aboriginal and northern people. The department's Aboriginal Affairs Secretariat contributes to a relationship of mutual understanding, trust and respect by influencing policy and developing initiatives to create change in government and communities. It supports development in Aboriginal communities by finding or providing financial and technical resources.
 
The Agreements Management & Aboriginal Consultations Branch within the Aboriginal Affairs Secretariat is responsible for coordinating, negotiating, analyzing and implementing initiatives, arrangements and agreements that impact Aboriginal and northern Manitobans, their communities, land base and related programs.  This includes negotiating and implementing provincial settlement agreements that will collectively and individually resolve issues that relate to hydroelectric development, land use planning, self government, treaty land entitlement and other land and natural resource related issues.
The branch also serves as Manitoba’s primary coordinating body for Crown-Aboriginal consultations relating to major or complex projects across the province. The work performed by the Agreements Management & Aboriginal Consultations Branch is critically important as it involves Constitutional obligations that the province must ensure are met.

Qualifications:
 
Essentials:      
                          
  • An undergraduate degree in the social or physical sciences or a related discipline. An equivalent combination of education and pertinent experience will also be considered.
  • Experience working with Aboriginal and northern communities on various issues.
  • Experience managing contentious situations involving multiple stakeholders who have competing interests.
  • Highly developed interpersonal skills for the purposes of building and maintaining positive working relationships with a variety of people.
  • Strong leadership skills including the ability to influence and guide the work of both internal and external stakeholders.
  • Strong written communication skills for the purposes of drafting briefing notes, treasury board and Cabinet submissions, research papers, ministerial correspondence, consultation reports etc.
  • Strong verbal communication skills including experience making formal and informal presentations to a variety of audiences.
  • The ability to synthesize, analyze, and summarize information in a logical manner.
  • Experience planning, co-ordinating, and managing projects and or initiatives.

Desired:

  • Experience working on natural resource related matters.
  • Experience in community consultation or Crown Aboriginal consultation.
  • Experience creating and interpreting digital maps using GIS software and ortho imagery.
  • Fluency in an Aboriginal languague would be an asset.

Conditions of Employment:

  • Must be legally entitled to work in Canada.
  • Must be willing and able to work overtime including evenings and weekends when required.
  • Must be willing and able to travel to remote locations by various means including small aircraft, often on short notice.
  • Must be willing and able to work in various settings including indoor and outdoor environments.
  • Must be willing and able to stay overnight in various and sometimes remote locations throughout the province (6-10 times per year).
  • Must be willing and able to travel outside the province on occasion.
Duties:
 
The Agreements Management & Aboriginal Consultations Coordinator acts as the provincial lead on work related to the negotiation and implementation of provincial agreements with respect to the adverse effects of hydroelectric development, treaty land entitlement (TLE) and other natural resource-related issues. Reporting to the Manager of the Agreements Management & Aboriginal Consultations Branch, the position  also serves as the coordinating lead for Crown-Aboriginal consultations related to major or complex projects, and applicable initiatives related to consultation education and policy development.
 
The incumbent's primary duties involve a combination of project management, facilitation, research, policy analysis, and writing. The incumbent is required to work with a variety of people and must  possess a high degree of political acumen, diplomacy, and tact required to navigate contentious situations.
