The Manager, Communications and Research reports to the Chief Administrative Officer and is responsible for the Liquor and Gaming Authority of Manitoba’s (LGA) communications, research, policy and planning activities. The LGA is an independent body that regulates Manitoba’s liquor and gaming industries in the public interest, for the benefit of all Manitobans, by providing a high standard of service through a balanced an independent approach.

Qualifications:

The successful candidate must have:
• Post-secondary education, preferably at the graduate level, in social or political science, research, business, communications, public relations, public administration, management or a related discipline.
• Several years’ experience in the public sector with particular knowledge and experience in the realms of corporate communications and regulatory policy, planning and research.
• Demonstrated success in leading public education and social responsibility initiatives, managing briefing and advisory activities, coordinating strategic and corporate planning activities and managing quantitative and qualitative research projects through to academic publication.  
• Diverse leadership experience and expertise including managing and supervising  individuals and employee teams, strategic communication development and delivery, complex and diverse research projects, government and corporate policy research and development initiatives, strategic and corporate planning and reporting and organizational planning and evaluation. 
• Proven organizational and time management skills to plan, balance and manage staff performance, competing priorities and workload demands.
• Demonstrated ability to work independently with minimal supervision, maintain confidentiality and balance sensitive and complex issues. 
• Ability to respond to liquor and gaming issues, which can be public, sensitive and urgent, with a high degree of tact diplomacy, trust and political acumen.
• Strong interpersonal skills to manage, coach, teach, foster collaboration and motivate staff and to address and manage conflict and performance challenges.
• Excellent verbal and written communication skills, including writing, editing and proofing, to produce and deliver complex and sophisticated material for a variety of audiences.
• Must be results oriented and motivated to achieve high standards of service and professionalism and demonstrate strong business and political acumen. 
• Attention to detail and sound judgment, with the ability to analyze, make decisions and solve problems to achieve departmental, unit, corporate and strategic goals. 
• Strong initiative and creativity to seek, experiment and recommend innovative and proactive solutions to communication, planning, policy and research challenges.
• Demonstrated understanding of and adherence to practices consistent with ethical and administrative standards for research, communications and policy advice.  
• Strong financial management skills to perform work in a cost-conscious manner and use budgeted resources appropriately.
• Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
• Familiarity with statistical, publishing and social media programs and the ability to maintain proficiency with these packages as they evolve.

The following qualifications are considered assets:
•  Proficiency in French.

Duties:
The incumbent is part of the LGA’s management team. Responsible for the direction and management of the LGA’s research, communications, corporate planning and policy advisory activities, this is a diverse position with accountabilities for: internal and external communications and issues management; policy research, analysis and advice; social responsibility initiatives; complex research and communications initiatives within the LGA and in collaboration with provincial, national and international stakeholders; and coordination of the strategic and annual planning, assessment and reporting cycles. These activities are undertaken to enable the LGA to meet its regulatory authority for liquor and gaming.
 
The position’s significant contributions and impact are evident at the corporate and operational levels as well as provincially and nationally. In particular, the incumbent must fully use their advanced professional and academic expertise and training to direct diverse communications, research, policy and planning projects and initiatives to support the development and implementation of legislation and regulation, social responsibility and public interest mandates, corporate goals and aims and to provide communications, research, planning and policy services to internal clients, external partners, the government, the media and general public.
