Introduction
Reporting to the Assistant Director of Community Living disABILITY Services, the Senior Program and Policy Analyst is responsible for program and policy development, research, analysis, evaluation, development of new initiatives and financial management and reporting in carrying out these responsibilities, the analyst is responsible for ensuring that program policies are congruent with departmental goals, objectives and priorities and reflect current research and changing needs of adults with disabilities. The incumbent is responsible for planning, leading and managing complex projects that involve divers internal and external stakeholder groups with differing perspectives and priorities.  The Analyst may be called on to supervise staff and lead a team or work group of analysts to undertake specific tasks.

  • Must possess a valid Driver's license,  access to a vehicle and ability to travel on government business purposes within Manitoba.
     
Essential Criteria:
  • Post-secondary education, preferably at a Masters level in social sciences, public administration or other related discipline, and in-depth work experience in social policy development. Other relevant combinations of education and experience may be considered.
  • Experience in social policy and program research and analysis.
  • Experience in social policy and program development and implementation.
  • Experience in leading and managing complex projects that involve diverse stakeholders.
  • Ability to develop and maintain strong team dynamics/relationships with external stakeholders.
  • Ability to write a variety of clear, concise documents and reports for different audiences.
  • Ability to develop and maintain strong team dynamics/relationships with external stakeholders.
  • Superior verbal communication skills.
  • Strong information management and reporting skills.
  • Strong organizational skills.
 
Desired Criteria:
  • Experience in financial management and reporting.
  • Knowledge of disability related services.
 
Duties:
The Senior Program and Policy Analyst is responsible for research, financial and data analysis, developing program policy, leading and managing projects involving representatives of stakeholder groups, and preparing a broad range of written material for public and internal use. This includes preparation of estimates materials, Ministerial/Senior Management correspondence, authority seeking documents such as Treasury Board Submissions, briefing notes, reports and other materials as required. The incumbent may be assigned responsibility for special projects, developing program analyses and participating in other assignments as assigned.
