The General Authority is responsible for mandating, funding and overseeing the services provided by its child and family services (CFS) agencies throughout the province of Manitoba.  Within the General Authority (GA), these services are provided by three private not for profit agencies (Jewish Child and Family Services, Child and Family Services of Western Manitoba, Child and Family Services of Central Manitoba) and by the Department of Family Services through the Winnipeg Child and Family Services Branch and four Rural and Northern Service Regions (Interlake Region, Eastman Region, Parkland Region and Northern Region).

  • Satisfactory Criminal Records, Child Abuse, Adult Abuse and Prior Contact Checks.
  • Valid Driver's license and access to a vehicle.
 
Essential:
  • Post-secondary education in communications plus extensive related experience in communications. An equivalent combination of education and related experience may be considered.
  • Extensive experience with strategic communications planning
  • Extensive experience in media relations and issues management
  • Ability to research and review policy and synthesize into a concise format
  • Excellent written communication skills to prepare news releases, speeches and publications
  • Strong interpersonal skills to respond to media inquiries 
  • Ability to provide technical and web support in order to maintain and update information on the General Authority website
  • Ability to work in a team environment
 
Desired:
  • Knowledge of the Child and Family Service Act, Standards and Legislation

Duties:

Reporting to the Chief Executive Office, the Communication Specialist is responsible for a broad range of communication strategies for the dissemination of internal and external sources for the General Child and Family Services Authority and is accountable for all communication matters between the Authority and media, and the Department including managers, program specialists and regional and agency staff to advise them on the usefulness and adaptability of various media in conveying information on policy and programs.  This involves providing advice, direction, consultation and mentoring as required on all matters pertaining to communication services.  This includes maintaining up-to-date knowledge of best practice in industry standards and the ability to develop and update skills and ability based on evidence informed practice.
