The Transportation Systems Planning and Development Branch is responsible for the strategic assessment, planning, protection and enhancement of Manitoba's multi-modal transportation system in order to advance transportation priorities and for developing transportation policies that promote social and economic prosperity.

  • valid Class 5 driver's licence
  • Must be able to travel within Manitoba by air or ground with occasional overnight stays.
     
Essential:
 
  • A degree from a recognized educational institution, preferably at the Master's level, in planning, policy, another transportation-related discipline, or an equivalent combination of education, training and experience.
  • Experience in transportation planning, land use planning and transportation policy analysis.
  • Knowledge of The Planning Act, the Provincial Planning Regulation, The Highways and Transportation Act and The Highways Protection Act.
  • Interpersonal skills with the ability to develop and maintain effective working relationships with a wide range of internal and external contacts.
  • Problem solving and analytical skills with the ability to provide recommendations.
  • Ability to work independently, manage and coordinate complex issues and competing priorities.
  • Written communication skills including preparing reports, presentations and letters.
  • Oral presentation skills with ability to convey information clearly and concisely.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint and Outlook).
     
Desired:
 
  • Knowledge of Geographical Information Systems (GIS).
     

Duties:

Reporting directly to the Senior Land Use and Transportation Planning Engineer, the Transportation Planning Analyst supports the review of all municipal development plans and zoning by-laws to determine the impact that development may have on the provincial transportation system, including: access requirements; highway improvements that may be necessary as a result of development; traffic operations; safety of the highway; the potential cumulative effect of development on the provincial highway system; the precedent that the development may establish; and compliance with Departmental policies and practices and the Provincial Planning Regulation.
