Qualifications:

  • Must be legally entitled to work in Canada.
  • Must be a registered member (or eligible for registration) with the Engineers Geoscientists Manitoba.
  • Must have a valid Class 5 Driver's Licence.
  • Must have the ability to travel throughout the province by air, marine and/or ground transportation.
  • Bachelor-level degree in Engineering (civil, preferred) or equivalent Engineers Geoscientists Manitoba Qualifications (Civil).
     
Essential
  • Extensive experience in highway design and construction, highway planning, land use planning and access management.
  • Comprehensive knowledge of highway engineering design principles, traffic flow theory and access management.
  • Experience in environmental stewardship.
  • Experience in managing the financial, human resources, and operational aspect of a program or business unit.
  • Experience in the operations and management of highway infrastructure assets, databases, and research projects.
  • Demonstrated analytical and effective planning and organizational skills with the ability to plan at the operational and strategic levels.
  • Strong verbal communication skills with the ability to communicate with internal and external stakeholders.
  • Excellent written communication skills.
     
Desired
  • Experience in Geographic Information Systems (GIS) and Computer Assisted Drafting (CAD) principles and requirements.
     
 

Duties:

Reports to the Executive Director of Highway Engineering, and is part of the Highway Engineering executive management team. The Director, Highway Planning & Design is accountable for providing overall  effective executive leadership and strategic direction for the Branch and the Division on a Province-wide basis in the areas of: Management of geometric engineering standards, quality assurance of the geometric design process, geometric design advice and design support to regional operations; Management of the provincial highway roadside development program, including the management of access to provincial highways and the review of development adjacent to provincial highways; Management of the environmental approval process for the Engineering & Operations Division (E&O) and the Water Management and Structures Division (WMSD). Management of E&O’s environmental liabilities remediation program; Management of the Department’s highway linear referencing and highway inventory systems, and drafting and cartographic support services to the Department and external stakeholders.
