Water Management and Structures ensures safe and effective provincial water control infrastructure and structures, through the delivery of inspection, planning, design, maintenance, rehabilitation and construction activities.  Responsible for the overall management of infrastructure inventory that includes: bridges, large culverts, thru-dike culverts, drains, dams, reservoirs, water control structures, diversions and pumping stations. Provides water management through operation of the provincial water control system, flood forecasting, and development and implementation of emergency response plans.

  • Must be legally entitled to work in Canada.
  • Bachelor’s degree in Engineering (Civil preferred) or closely related discipline accepted by Engineers Geoscientists Manitoba.
  • Must be registered (or be eligible for registration) as a Professional Engineer with Engineers Geoscientists Manitoba.
  • Requires working for extended hours and shift work when required.
  • Must have a valid class 5.0 driver’s licence.
  • Occassional travel to worksites.
     
Essential
  • Extensive experience in hydraulic modelling with emphasis on developing, calibrating, and verifying 1-D and 2-D hydraulic models through the use of established hydraulic modelling computer software programs.
  • Extensive experience in hydrologic analysis with emphasis on developing, calibrating, and verifying lumped, semi-distributed or distributed, physically based and conceptually based hydrologic models through the use of established hydrologic computer software programs.
  • Experience in geographic information systems (GIS) and associated computer programs for the use of hydrologic modelling, watershed delineation, and mapping.
  • Knowledge of basic principles of hydrology, hydrologic processes, statistical hydrology and water balance analysis, watershed modelling.
  • Knowledge of hydraulic analysis, computational hydraulics, river hydraulics, flood routing, backwater analysis and floodplain mapping.
  • Strong verbal communication skills with the ability to deliver formal and technical presentations to a variety of audiences.
  • Strong teamwork and interpersonal skills with ability to create and maintain positive working relationships with internal and external stakeholders.
  • Strong leadership skills.
  • Ability to analyze, problem solve and make decisions or recommend alternative solutions.
  • Excellent written communication skills with the ability to prepare letters, memos and high level technical reports.
  • Strong organizational and time management skills to effectively manage multiple priorities and meet deadlines.
     
Desired
  • Experience is hydrometrological data analysis including extensive experience on data base systems management, data extraction, downloading and compiling.

Duties:

Reporting to the Director of Hydrologic Forecasting, the Senior Water Resources Engineer provides a wide range of strong, scientifically-based services related to the operation of Manitoba’s Hydrologic Forecast Centre which provides forecasts and information on hydrologic conditions in order to minimize damages due to floods and impacts of low flows arising from droughts. The major responsibilities of this position include provision of operational forecasts, maintaining, developing and updating hydrologic and hydraulic models. The incumbent is also responsible for conducting independent hydrologic/hydraulic research and analysis, develops new hydrologic and hydraulic modelling and forecasting techniques, concludes and provides recommendations from the data, develops policies or technical standards regarding hydrologic hydraulic advancements, and advises the Director on technical and policy matters.
