The Education Funding Branch of Manitoba Education is seeking a qualified candidate to fill the position of Independent Schools & Branch Accountant located in Winnipeg. The Education Funding Branch is responsible for providing operating and capital grants to public school divisions through the Funding of Schools Program, and annually to funded independent schools in the province.

Qualifications:

Essential:
 

  • A professional accounting designation (CPA CA, CPA CGA, CPA CMA) or be presently enrolled and taking a CPA accounting designation program with expected graduation within 3 years. An equivalent combination of education and extensive experience may also be considered.
  • Experience with financial management activities, including planning, budgeting, and expenditure control.
  • Sound knowledge of Generally Accepted Accounting Principles (GAAP), and accounting standards, including applying the CICA Handbook and internal control concepts. 
  • Experience analyzing, interpreting, and reporting financial information, with demonstrated analytical and conceptual skills in forecasting, innovating and creative problem solving.
  • Ability to develop, manage and deliver comprehensive funding programs, as well as forecast, assess program changes and develop funding models.
  • Experience working with and interpreting financial and administration policies, procedures and regulations such as the General Manual of Administration (GMA) and the Financial Administration Manual (FAM).
  • Strong interpersonal skills with the ability to interact professionally with all levels in the organization and with external stakeholders.
  • Effective verbal communication skills, including the ability to convey technical information to non-technical audiences. 
  • Strong written communication skills, with the capacity to clearly present information to senior management for decision-making purposes. 
  • Demonstrated organizational and time management skills to effectively deliver services in a high volume and short timeframe environment. 

Desired:
 
  • Proficiency in the use of Microsoft Office (Excel, Word, Outlook) or similar software applications. 
  • Experience using SAP financial reporting modules and producing reports.
  • Knowledge of Manitoba's K-12 education system.

Duties:
Reporting to the Manager of Accounting and Consolidations, Education Funding Branch, the Independent Schools & Branch Accountant is responsible for the management of the support program for funded independent schools, grants to public school divisions (excluding the Funding of Schools Program), and grants to other educational organizations in accordance with governing legislation and policies. The incumbent also retains the comptrollership function at the branch level including branch budgeting, financial control and the financial reporting process.
