Qualifications:
Essential:

  • Post-secondary degree or diploma in communications, politics / political science, public administration. An equivalent combination of education, training and experience my be considered.  
  • Extensive experience in employee/internal communications and employee engagement frameworks and practice, including demonstrated experience in leading engagement within a government or other public sector or non-profit environment.
  • Experience in policy and program development, preferably including experience developing policy that extends across multiple departments and in supporting policy through systems such as communities of practice. 
  • Experience leading complex projects in a large organization, ensuring adequate governance, stakeholder engagement, change management and adherence to budget and outcomes.
  • Strong analytical skills including the ability to apply a systems/whole-of-government lens to analysis
  • Advanced leadership and interpersonal skills, with the demonstrated ability to negotiate, foster collaboration and consensus, and lead others through influence rather than direct authority. 
  • Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
  • Strong written communication skills, with the ability to prepare brief, concise and accurate briefing materials that distill complex issues for decision-makers.
  • Strong verbal communication skills
  • Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change. 

Desired:
  • Formal training in public participation and/or  change management (IAP2 Fundamentals, Prosi certification, etc) 

Duties:
Communications Services Manitoba is the central government division dedicated to engaging Manitobans in the work of government, by delivering the message of government policy and programs to staff, the media and the public in dynamic, effective ways; advancing openness and transparency across government; and increasing engagement and participation in the decision-making process.

As a member of the department’s Strategy and Governance Branch, Policy and Project Leads play a critical role in ensuring excellence across the division and throughout summary government by leading and coordinating policy development, communities of practice, skill development, reporting and transformation projects.

The Policy and Project Lead for Employee Engagement provides whole-of-government leadership to internal communications, change management and public service capacity development within the framework of Manitoba’s Internal Communications Operating Model and change management principles.
