The Legislative Unit facilitates the development of new or amended Health legislation, provides information and advice to the Minister, Deputy Minister and Departmental management staff on the application of legislation in relation to Departmental activities and responsibilities, as well as responds to questions relating to Health legislation from external stakeholders and the public.
The Legislative Unit also provides administrative support to the Health Professions Advisory Council established under The Regulated Health Professions Act in carrying out its responsibilities.

Qualifications:

Essential:
 

  • A Bachelors degree in social sciences or a related field.  An equivalent combination of education and experience may be considered.
  • Experience in interpreting and applying legislation, including the implementation of new and amended statutes and regulations.
  • Experience in project management.
  • Excellent interpersonal skills.
  • Excellent verbal communication skills.
  • Strong written communication skills.
  • High level of political acumen and judgment skills.     
  • Strong analytical, and problem-solving skills.
  • Excellent time management skills with the ability to prioritize and meet deadlines.
  • Must be able to work independently.
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint and Outlook).

Desired:
 
  • A Bachelor of Laws degree.
  • Experience in interpreting and applying Health legislation relating to regulated health professions.
  • Experience in project management relating to legislative development.

Duties:

The Legislative and Policy Analyst works cooperatively with Departmental management and staff, Manitoba Justice, heath profession regulatory bodies and other external stakeholders in the development of required statutory and regulatory changes to legislation relating to regulated health professions in Manitoba and to other statutes and regulations that are the responsibility of the Minister of Health and Seniors Care (Health legislation) as directed by the Executive Director.
