The Courts Division manages the effective and efficient delivery of court services throughout the province to three levels of court: the Court of Appeal, the Court of Queen's Bench (including the Small Claims Court) and the Provincial Court (including the Provincial Offenses Court). This includes: criminal, family, civil, small claims and provincial offences court matters, court security, prisoner transport, civil enforcement of court orders, and operational support. Court services are provided through six branches of the Courts Division: Executive, Policy and Financial Services, Manitoba Court Operations, Judicial Services, Sheriff Services, Family Resolution Services and Victim Services.

Qualifications:
Essential:

  • A professional accounting designation (CPA preferred) or an equivalent combination of accounting / financial experience and training
  • Experience in financial administration which may include providing leadership and direction in matters of financial control and reporting; financial systems planning, design and implementation; cost benefit analysis and evaluation on new and existing initiatives; implementation and maintenance of strong financial controls and assurance of sound business practices
  • Experience in the evaluation of financial functions and development of divisional financial policies, procedures and guidelines
  • Experience in financial management activities such as planning, forecasting, expenditure control and annual budgeting process systems
  • Sound knowledge of Generally Accepted Accounting Principles (GAAP) and accounting standards, including internal control concepts  
  • Experience in supervision of staff including team leadership, resolving and managing conflicts and workload assignment
  • Strong analytical and conceptual skills for forecasting, innovating and creative problem solving
  • Excellent interpersonal skills with the ability to collaborate and develop effective working relationships at all levels, including senior management and front line staff
  • Strong organizational and time management skills to effectively deliver services in a high volume and tight deadline environment
  • Experience with Microsoft Office Suite including a strong proficiency with Excel spreadsheets
  • Strong verbal communication skills, including the ability to convey technical information to a non-technical audience
  • Strong written communication skills to convey technical information to a non-technical audience

Desired:
  • Experience with the government’s financial management information system (SAP) to produce reports
  • Experience with government financial requirements and processes including the General Manual of Administration, the Financial Administration Manual, the Financial Administration Act and Treasury Board Guidelines

Duties:
The Comptroller, as a member of the Courts Division Senior Management Team, reports to the Assistant Deputy Minister of Courts Division with functional/financial reporting to the Assistant Deputy Minister / Executive Financial Officer of the Corporate and Strategic Services Division within Manitoba Justice. The incumbent is accountable for a complex financial framework that includes an active comptrollership function. The incumbent provides leadership, direction and advice to the Assistant Deputy Minister, branch executives, directors and managers. The position oversees the development and implementation of financial policies, procedures, and guidelines throughout the division employing financial best practices, management accountability, efficiency and effectiveness, business continuity, cost benefit analysis, providing objective challenges, making sound recommendations, and providing analysis on new and existing initiatives. The Comptroller leads the division in implementing a structured and documented financial risk management framework. This position is responsible for the coordination of the division's annual budget process, strategic planning, and financial reporting. The position also directs and controls the activities and resources associated with the Courts Financial and Analytical Services Unit.
