Qualifications:
Essential:

  • Post secondary degree in Agriculture, Business or Public Administration. An equivalent combination of education and experience in a related field may be considered
  • Managerial experience in administering client based programs
  • Experience in Financial Management including interpreting financial statements, budget preparation and analysis, and contract management
  • Supervisory experience including resource planning and allocation, recruitment, coaching, training and development, and performance management and evaluation
  • Strong organizational and time management skills with the ability to work in tight timeframes
  • Strong political acumen skills 
  • Strong verbal communication skills 
  • Strong written communication skills 
  • Ability to work independently within a changing work environment 
  • Strong analytical and problem solving skills 
  • Strong Interpersonal skills with the ability to consult and collaborate with both internal and external clients

Desired:
  • Knowledge of the agriculture and food industry in Manitoba 

Duties:
Reporting to the Director, the Manager, Programs Administration is responsible for providing management and leadership in the implementation, development and delivery of the department’s external client-based programs and initiatives. The incumbent makes recommendations to Senior Management, as it relates to the development of program implementation and delivery. The incumbent leads and supports the strategic plans for the development and implementation of programs related to the advancement of a profitable and sustainable industry. The incumbent is responsible for overseeing the administrative processes and managing the resource requirements. The incumbent supervises staff of multiple disciplines to administer programs effectively for clients according to government standards in grant management and client service. The incumbent leads and manages the implementation of federal and provincial grant funding agreements to further departmental priorities.
