Manitoba Municipal Relations supports the building of healthy and sustainable communities. The department is looking to fill this highly critical role responsible for providing strategic leadership and oversight to the Information Systems Branch and will be accountable for the development and implementation, operation, maintenance and cost effectiveness of information technology services in the department.  This position is currently providing technical leadership for a major multi-year upgrade/replacement of the property taxation information system, as well as three other large departmental information systems transformational projects, each of which is modernizing a different function within the department.

Qualifications:

Essential:
 

  • Post secondary education in Computer Science, Information Technology Management, or a related discipline.  An equivalent combination of education and related experience may be considered.   
  • Considerable experience designing, planning implementing, and managing large complex business transformation efforts involving ICT systems that meet needs and expectations of the program/organization. 
  • Significant experience managing projects from conceptualization to implementation including the provision of system operational supports 
  •  Ability to lead and supervise diverse teams within a collaborative environment
  • Ability to think critically and formulate recommendations to senior leadership in the organization
  • Ability to translate strategic priorities into clear operational plans
  • Ability to build and maintain collaborative relationships with a variety of stakeholders with the ability to effectively negotiate with and influence others towards desired outcome
  • Excellent organizational skills for managing competing and changing priorities with strict timelines within a fast-paced envrionment
  • Exceptional political acumen, with the ability to navigate complex and highly sensitive issues using  judgment and discretion
  • Excellent verbal communication skills for articulating and presenting complex content to a variety of audiences 
  • Excellent written communication skills for preparing documents for a senior audience 

Desired:
 
  • Financial management experience, with the ability to plan, implement and monitor budgets

Duties:
Reporting to the Assistant Deputy Minister for Municipal Capacity and Assessment,  you will be exercising leadership over a team that develops and maintains an in-house complex computer system that contains property taxation data for all Manitoban properties outside Winnipeg.  You will lead the annual process of generating tax bills for all Manitoban municipalities outside Winnipeg and Brandon in close collaboration with Assessment Services Branch. You will also ensure the existence of appropriate strategic, mid-term, and operational plans, stable organization units and competent resources to facilitate the effective support of departmental objectives where technology plays a key support role.
