Qualifications:
Essential:

  • Post secondary degree major in Social Sciences or Public Administration and related experience. An equivalent combination of education and work related experience may also be considered
  • Experience managing projects, including project budgets
  • Ability to work independently with little supervision to managing a wide range of tasks, balance competing interests and solve problems
  • Excellent interpersonal skills including the ability to work collaboratively and productively with colleagues, supervisors, and other internal and external stakeholders  
  • Strong organizational skills and ability to work under pressure managing a wide range of tasks to move initiatives forward in order to meet deadlines
  • Ability to maintain confidentiality when developing and handling sensitive information 
  • Proficient in Microsoft Office applications (Word, Outlook, Powerpoint, and Excel)
  • Effective verbal communication skills with the ability to effectively communicate social and financial policies to stakeholders, including the use of social media
  • Effective written communication skills with the ability to write clear, concise documents and reports with a high degree of accuracy and for a variety of audiences
  • Strong research, problem solving and analytical skills including identifying issues, reviewing literature, analyzing and interpreting reports

Desired:
  •  Knowledge of Manitoba's child care regulations and ELCC program responsibilities 

Duties:
The Facility and Capital Development Analyst is responsible for research, evaluation, analysis and policy development to support the coordination of early learning and child care capital development projects.  This includes providing guidance and advice on capital planning and funding for organizations and businesses interested in child care development projects. The Facility and Capital Development Analyst is responsible for coordination and preparation of Ministerial/Senior Management correspondence, authority seeking documents such as Treasury Board Submissions, briefing notes, reports and other materials required to secure approvals and report on the status of early learning and child care (ELCC) capital investments.
