Manitoba Government Conservation and Climate is looking for a qualified Manager of Cottaging & Commercial Development to support Manitoba Parks Branch within the Parks and Resource Protection Division. This position will lead or provide leadership in the development, monitoring and evaluation of policy, legislative and regulatory initiatives, and management strategies supporting the delivery of services to cottagers, commercial operators and Special Consideration Organizations. 

Conditions of Employment:

  • Must be willing and able to travel throughout the province, including occasional overnight stays.  

Qualifications:

Essential:
 

  • Post secondary education in business, law, park/land administration, environment, agriculture, AND related work experience. An equivalent combination of education, training and experience may also be considered. 
  • Experience in development, implementation, delivery and evaluation of a complex policy and/or program in a regulatory environment. 
  • Experience in supervising staff and managing human resources issues with strong leadership skills.
  • Knowledge of Crown Land planning and management along with The Provincial Parks Act and related legislations and regulations. 
  • Superior written communication skills with experience developing lease/land agreements/contracts, ministerial correspondence, briefing notes and other authority-seeking documents. 
  • Strong verbal communication and presentation skills with the ability to clearly present information to senior management and stakeholders for decision-making purposes and conducting meetings. 
  • Strong interpersonal and negotiating skills with experience working with special interest groups, internal and external stakeholders.
  • Strong analytical, problem-solving and decision making skills with the ability to respond in a complex, dynamic environment.
  • Strong political acumen, with the ability to work with sensitive information and conduct business in a confidential and professional manner. 
  • Experience working independently with strong organizational skills, including the ability to prioritize workload, multi-task and work on concurrent assignments with strict deadlines. 

Desired:
 
  • Knowledge of the Cottager’s Handbook for Manitoba Provincial Parks.
  • Experience working with capital budgets and financial planning of Branch priorities.

Duties:
Reporting to the Director of Manitoba Parks, the Manager of Cottaging and Commercial Development is accountable for managing a section engaged in administering the provisions of The Provincial Parks Act related to cottagers, commercial operators and Special Consideration Organizations (SCOs). The position is responsible for developing supportive regulations, policies and procedures as well as guiding human resources, budget and work program priorities. The incumbent guides the capital program and the provision of services to cottagers, commercial operators and SCOs on private and leased land within parks, and is accountable for guiding cost accounting and revenue programs relating to park service fees. The Manager contributes to overall branch management through participation on the Branch’s Senior Management Team.
