Municipal Relations (MR) establishes partnerships with municipalities, planning districts and community organizations with the shared goal of building and maintaining strong communities across the province.
The Office of the Fire Commissioner (OFC) is a division of MR  that delivers programming services aimed towards building a stronger fire service and better protect the lives of Manitobans.  The OFC is seeking a strong candidate to fill the newly-created role of Deputy Fire Commissioner, Response Programs.   

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must possess or be eligible to acquire a valid Class 4 driver's license preferably with air brake endorsement 
  • Must be able to work on call on a rotational basis
  • Must be able to drive long distances in rural areas
  • Must be able to work alone for extended periods of time
  • Must be able to travel throughout Manitoba and occasionally in Canada and internationally
  • Must be able to obtain and maintain satisfactory Criminal Records Check and Child Abuse Registry Check
  • Must be able to obtain satisfactory Driver's Abstract
  • Must be able to wear personal protective equipment including respirator.
  • Must be physically capable of performing  the duties and functions of the job including lifting heavy objects, kneeling, standing, climbing stairs and ladders, working at heights and entering confined spaces in various temperatures 

Qualifications:

Essential:
 

  • Post-secondary degree in Public Administration, Emergency Management, Disaster Management or Social Sciences and/or related fields. An equivalent  combination of training and experience will be considered.  
  • Considerable experience working in emergency response or disaster management in a leadership capacity 
  • Effective written communication skills for preparing briefing notes, treasury board submissions, reports for senior leadership, and policies and procedures
  •  Ability to facilitate effective consultations with various stakeholders and the general public
  • Effective verbal communications skills with the ability to articulate complex ideas into simple terms to various audience
  • Experience setting strategic priorities with the ability to develop, implement and monitor programs, including managing financial resources and measuring performance
  • Ability to exercise professional judgment including the use of political acumen in navigating complex topics and sensitive issues
  • Strong interpersonal and client-service skills with the proven ability to work collaboratively in a team setting, develop credibility and build effective relationships at all levels
  • Experience facilitating training programs 

Desired:
 
  • Experience leading research, policy and/or project assignments

Duties:

Under broad guidance of the Fire Commissioner, you will be responsible for administering and overseeing the operational and administrative aspects of all response programs on behalf of the Fire Commissioner. You will  administer an operational budget, manage assets, develop infrastructure supports,  build and strengthen organizational capacity and formulate policies and procedures for the effective delivery of both provincial and federal response programming within a holistic, whole-of-government approach framework. You are also expected to provide organizational leadership when responding to incidents involving hazardous materials,  wildland urban interface fires,  heavy urban seach and rescue (HUSAR) , ground search and rescue (GSAR), incident command/management of major provincial and municipal emergencies and similar initiatives.  You will be working with a wide variety of stakeholders at various levels of government including municipal, provincial and federal, with far-reaching implications for service delivery.
