This competition will be used to fill two roles within Manitoba Economic Development and Jobs:
1) Project Officer
2) Communications and Board Coordinator

Qualifications:
Essential:

  • Post-secondary education in Business Administration, the Arts, or a related field; a suitable combination of education and work experience may be considered
  • Experience administering programs. Note: for Project Officer positions only
  • Experience working with a variety of stakeholders, including but not limited to, service providers, clients, educational institutions and employers
  • Experience with financial management including the use of spreadsheets, cash flows, and/or budgets) Note: for Project Officer positions only
  • Ability to work independently prioritize, and manage numerous projects and files simultaneously
  • Excellent written communication skills with a high degree of accuracy, clarity and conciseness
  • Excellent interpersonal skills with the ability to work collaboratively with colleagues and stakeholders
  • Excellent verbal communication skills including the ability to communicate difficult or contentious decisions and information to stakeholders
  • Strong political acumen and the ability to manage confidential and politically sensitive material and situations in an appropriate manner
  • Strong leadership skills with the ability to lead internal and external stakeholders through period of transition
  • Ability to assess and analyze applications, funding proposals or related requests against program policies,  Acts and Regulation, and criteria and provide defensible, evidence-based recommendations to management
Desired:
  • Knowledge of post-secondary education and training in Manitoba, including Private Vocational Institutions, International Education, Manitoba Student Aid or Apprenticeship Manitoba
  • Experience in administering contracted services through third party agencies. Note: for Project Officer positions only

Duties:
Project Officer:
The Project Officer manages funding and programming partnerships with new and established service providers funded by the Skills and Employment Partnerships Branch. These programs are aimed at increasing the employability of people with disabilities, persons receiving Employment Insurance or Income Assistance and other unemployed or underemployed Manitobans living in the Winnipeg region.

The position reviews and assesses proposals, develops authority seeking documents (Project Approval Requests and Treasury Board Submissions), oversees contract development, amendments, compliance and makes recommendations for financial and program changes. The position also provides case management and critical financial supports to individual clients participating in projects and transitioning from projects to employment. The incumbent responds to community requests for information and assists new service providers to develop required program and services.

Communications and Board Coordinator:
Reporting to the Manager of Policy, Legislation and Board Operations, the Communications and Board Coordinator (Coordinator) provides comprehensive communication, administrative, organizational and operational support to Apprenticeship Manitoba, the Apprenticeship and Certification Board (Board), and the Board’s Committees as established by the Board under The Apprenticeship and Certification Act. The Coordinator also liaises with representatives of the Board and Committees, including coordinating, scheduling and recording their activities and supports a high quality level of decision making by the Board and an effective representative function of the Minister by the Board to industry and stakeholders.

The Coordinator plays a critical role in communicating with stakeholders on behalf of Apprenticeship Manitoba and the Board. The incumbent oversees the work of third-party organizations who are contracted by the department, and provides advice and direction to contractors to support the implementation of deliverables on behalf of the department. This position manages Apprenticeship Manitoba’s two largest annual events, involving 500 individuals, by setting expectations for the contractor who organizes the event, and ensuring that standards are met.
