Reporting to the Director of Preparedness and Response, the Preparedness Program Manager is responsible for the Emergency Measures Organization (EMO) Preparedness Program. These responsibilities include oversight of emergency management program regulations and policies, support to and evaluation of local authority emergency management programs and plans, review of departmental emergency plans, maintaining the Manitoba Emergency Plan (MEP), and delivering emergency management training.

The Preparedness Program Manager is accountable for maintaining the MEP and its components. The position is also responsible for evaluating municipal and department emergency management programs and to measure and report on emergency preparedness of communities across Manitoba. The position oversees emergency management training for government and municipal staff. The position leads the analysis and development of emergency management program doctrine, policies, and activities and coordinates development and execution of emergengency preparedness public education and awareness. The position is accountable for the collection, analysis, and dissemination of lessons learned, best practices, and after action reports and for the provincial exercise program. The manager will be tasked as Duty Manager on a rotational basis to oversee the EMO Duty Officer and will perform a variety or leadership roles in the Manitoba Emergency Coordination Centre or on deployed incident management teams during emergencies and disasters.
