Qualifications:

Essential:
 

  • Post-secondary degree in Planning, Public Administration, Economics, Finance,  or Business Administration. An equivalent combination of education and significant related experience may be considered.
  • Supervisory experience with responsibility for planning, organizing, and directing the work of subordinate employees. 
  • Extensive experience conducting policy and legislation research, analysis, evaluation and development. 
  • Significant experience developing, implementing and monitoring strategic initiatives, projects or programs.
  • Excellent analytical, problem solving and decision making skills to formulate recommendations to senior leaders. 
  • Highly developed interpersonal skills for building and maintaining positive working relationships and partnerships with diverse internal and external stakeholders.
  • Ability to work independently and to display initiative in pursuing new challenges and opportunities.
  • Excellent written communication skills for preparing  documents for executive decision-makers and various other audiences.
  • Strong verbal communication skills for effectively communicating with various levels of internal and external audiences.
  • Excellent organizational skills for managing competing and rapidly-changing priorities with strict timelines.
  • Strong political acumen for navigating sensitive and confidential issues with tact and discretion.
  • Proficiency working with Microsoft Office applications (Excel, Word, Outlook and PowerPoint).

Duties:

Reporting to the Assistant Deputy Minister, the Manager of Policy and Legislation leads a work unit that oversees the policy and legislative agenda in the Division. The Manager supports Divisional Directors and guides unit staff, other professionals, and subject matter experts in the Division and across the wider public service to research and develop policy, legislation and regulations guiding planning permitting and development. The Manager also engages proactively with external stakeholders in delivering their responsibilities. The Manager provides leadership to the unit through effective performance management, mentorship, and professional development, and will also perform the duties and responsibilities of Directors in their absence.
