The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) regulates the province's liquor, gaming and cannabis industries. We license liquor sales, service and manufacturing; gaming employees, products and operations; and retail cannabis stores. We strive to serve the public interest by regulating these industries in a respectful, impartial and balanced manner. 

The LGCA is seeking highly motivated individuals to work within the Commercial Licensing Department, which is part of the Operations Unit.

Qualifications:
The successful candidate must have:
• A degree in business or public administration and 3 - 5 years of related experience in an office environment, preferably involving public sector and regulatory functions. A combination of education and experience may also be considered.
• Knowledge and experience interpreting policies, procedures, legislation and supporting regulatory standards and requirements. 
• Excellent communication, interpersonal and customer service skills, with experience establishing effective working relationships with staff, clients and stakeholders. 
• Demonstrated political acumen and sensitivity in dealing with diverse clientele.
• Strong written communication skills to prepare detailed reports, recommendations, general correspondence and public information materials. 
• Excellent decision-making, critical thinking and analytical skills, with strong attention to detail, research skills and the ability to gather data. 
• Effective time management and organizational skills to plan, balance and prioritize multiple work demands, meet deadlines and respond to new initiatives.
• Effective problem-solving and mediation skills. 
• Demonstrated ability to work independently and in a team environment. 
• Demonstrated ability to provide functional supervision and training to team members and stakeholders. 
• Proficiency with Microsoft Office Suite and specialized databases [eg the Regulatory Management System (RMS). 

The following qualifications are desired: 
• Proficiency in French.
• Familiar with investigation techniques and procedures.
• Familiar with business structures and corporate documentation. 

Duties:
The Licensing Advisor is responsible for processing, approving, and making recommendations on high-risk, contentious, or complex files for the Commercial Licensing Department, in accordance with the Liquor, Gaming and Cannabis Control Act, Regulations and terms and conditions. The position is responsible for assessing and mitigating risk and imposing terms and conditions pertaining to license applications, social occasion permit functions and licensee requests. The position acts as an impartial intermediary between license applicants and people submitting objections to an application. The Licensing Advisor is responsible for conducting physical inspections of premises to assess suitability prior to the issuance of licenses and permits;

• An eligibility list may be created for similar positions and will remain in effect for 12 months. 
• Applicants may be required to write a screening / selection exercise / test. 
• Circumstances may arise where the competition may need to be withdrawn. 
• A positive attendance record will be a consideration in the screening process. 
• Satisfactory work performance in the preceding 12 months is required. 
• A valid Manitoba driver's license, daily access to a motor vehicle and ability to travel are required. 
• A satisfactory Criminal Record Check verified by fingerprints is a condition of employment, and a satisfactory Driver's Abstract must be produced and maintained. 
• Applicants must be eligible for approval to access CPIC information and successfully complete access training.
