One Policy and Program Analyst position is designated as bilingual. For this position the successful candidate must be able to read, write and verbally communicate in both official languages (English and French).

The Province of Manitoba is seeking qualified individuals to fill various Policy and Program Analyst positions, as well as a Legislative Analyst position within the Department of Education. The Department of Education is undertaking a significant transformation to ensure the Kindergarten to grade 12 (K-12) education system is structured and supported effectively to improve student outcomes and provide students with the skills and knowledge they need to achieve their potential.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must be willing and able to work extended hours, including evenings and weekends, as required.
  • Ability to travel throughout the province with possible overnight stays, as required

Qualifications:

Essential:
 

  • Post-secondary degree in Law, Social Sciences, Education, Public Administration or a related discipline, with related work experience. An equivalent combination of education, training and experience may be considered.
  • Experience conducting research and analysis, with the ability to apply this to program, policy and/or legislation/regulation development, implementation and evaluation. 
  • Strong analytical, problem-solving and decision making skills
  • High level of political acumen for navigating sensitive and confidential issues with tact and diplomacy.
  • Excellent written communication skills including experience writing a variety of  documents and reports for different audiences.
  • Strong  verbal communication skills with the ability to effectively communicate with various levels of the organization to present information formally and informally.
  • Experience working with Microsoft Office Suite (Word, Excel, PowerPoint and Outlook) or similar software applications.
  • Demonstrate initiative and independent work habits requiring minimal supervision, including ability to manage multiple priorities and competing deadlines.
  • Strong interpersonal skills, including the ability to foster and maintain strong working relationships with colleagues and various stakeholders.

Desired:
 
  • Experience interpreting legislation and regulations. 
  • Experience working in, or thorough knowledge of, the provincial kindergarten to grade 12 education system.                   
  • Ability  to read, write and verbally communicate in French.

Duties:
The Policy and Program Analysts and Legislative Analyst are accountable for conducting research, analysis, and developing recommendations, documentation, or other tools to assist department senior management to make informed decisions on policy, programs and initiatives. These positions must remain current on legislative, policy and program developments that may have implications for an inclusive K-12education system, to ensure that policy and program design is based on sound and current information. The incumbents will provide support to stakeholders and their Branches by undertaking evidence-based research, analyses, and evaluations. The incumbents participate in the planning, development, implementation, monitoring, and evaluation of policies, initiatives and programs in K-12 education. The incumbents carry out special projects as requested by the Director or Coordinator.
