Reporting to the Assistant Director of the Children’s disABILITY Services (CDS) Program, the Senior Program and Policy Analyst (the Analyst) is responsible for program and policy development, research, analysis, evaluation, development of new initiatives and financial management and reporting. In carrying out these responsibilities, the analyst is responsible for ensuring that program policies are congruent with departmental goals, objectives and priorities and reflect current research and the changing needs of children with disabilities and their families. The analyst is responsible for planning, leading and managing complex projects that involve diverse internal and external stakeholder groups with differing perspectives and priorities. The analyst may be called on to supervise staff and lead a team or work group of analysts to undertake specific tasks. You will be asked to draft authority seeking documents including: Treasury Board and Cabinet submissions, briefing notes, Estimates materials and analytical reports to advance the strategic direction of the branch. Often these requests must be completed within a short turnaround time, requiring strong time management skills and the ability to remain composed under pressure.
Program and policy development requires a significant amount of consultation in order to produce a thoughtful product. To that end, you will be liaising and soliciting input from government staff within and outside of the department, as well as with external stakeholder groups including participants and families, support networks, service providers, advocacy groups and other community organizations to ensure that all viewpoints are heard and given due consideration.
