The Manitoba Court Operations Branch provides operational and administrative support to manage and process all matters in the Court of Appeal, the Court of Queen’s Bench (civil, criminal, family, and small claims), and the Provincial Court (adult, youth, family and Provincial Offences Court). Services are provided in Winnipeg as well as in 12 regional court locations and at 40+ circuit court locations throughout the province. This position will report directly to the Executive Director of Manitoba Court Operations and is responsible for all court infrastructure across the province in government buildings, rental facilities and circuit venues, which includes the physical operation of the court centres and circuit courts.

Qualifications:
Essential:

  • Professional experience working in a public sector environment, which includes organizational operations and administration, project management and multi-facility user and funder agreements
  • Specialized knowledge and experience of working with infrastructure elements, processes, technology and equipment, with a focus on strategic management of assets in a multi-facility environment
  • Experience developing long term and short term strategic plans which includes multiple stakeholders
  • Extensive related experience performing a full range of supervisory and human resource management duties such as, recruitment, training and development,  providing direction, performance management, coaching, and assessing and assigning workloads of professional staff
  • Experience in developing policy and procedures guidelines, as well as the implementation and administration of government programs as they apply to legislation
  • Excellent interpersonal skills with the ability to develop and maintain strong positive working relationships with officials and individuals at all levels, including governmental, non-governmental, legal and community representatives
  • Excellent problem-solving skills with the ability to conduct analysis and develop solutions for complex issues
  • Excellent organizational and time management skills with ability to work in a high pressure and time sensitive environment
  • Excellent written communication skills
  • Excellent verbal communication skills with the ability to speak in a clear and concise manner, as well as deliver proposals
  • Proven ability to work independently with a high level of initiative
  • Experience with the development and implementation of business continuity plans
  • Political acumen including the ability to manage confidential and politically sensitive material/situations in an appropriate manner, including an understanding of judicial independence
  • Experience with Microsoft Office (including Word, Excel and Outlook) or equivalent applications

Desired:
  • Formal education in public sector administration or related discipline. An equivalent combination of education, training and experience may be considered

Duties:
The Manager of Court Infrastructure is responsible for court technology operations (audio/videoconferencing) including contracts, purchasing, implementation and future planning and acts as the divisional liaison to Manitoba Central Services, Asset Management, and provides oversight to Asset Management project management staff in court facilities throughout Manitoba. This position is also responsible for development, refinement and implementation of the divisional business continuity plans.
