The Indigenous Child Welfare Specialist role is a temporarywill provide leadership and support to the Child and Youth Services Division in Indigenous Child Welfare matters and in responding to federal legislation, An Act Respecting First Nations, Inuit and Métis Children, Youth and Families which came into effect January 2020 and provides a framework for the transfer of child welfare jurisdiction to Indigenous Governing Bodies.
This will be accomplished through overseeing the planning, execution, and monitoring of Manitoba’s approach, strong planning, issues management, data/trend analysis, relationship building with stakeholders, and understanding implications in all areas, including resources and service delivery. The Indigenous Child Welfare Specialist will be charged with ensuring that the development of coordination agreements align with government’s principles and are founded upon the intended direction of the Division, the Department and government.

As a conduit between the Division and lead representatives from other provincial departments (e.g., Indigenous & Northern Relations) the federal government, and Indigenous Governing Bodies, the Indigenous Child Welfare Specialist provides relevant, well-researched advice, up to date information, and support for any negotiations. The incumbent proactively identifies, documents, and communicates changes from the Federal, Provincial and/or Indigenous governments that may impact the Division. The incumbent liaises with impacted Divisional functions or teams to assess the impacts of the changes.
