The Indigenous Child Welfare Specialist role is a temporarywill provide leadership and support to the Child and Youth Services Division in Indigenous Child Welfare matters and in responding to federal legislation, An Act Respecting First Nations, Inuit and Métis Children, Youth and Families which came into effect January 2020 and provides a framework for the transfer of child welfare jurisdiction to Indigenous Governing Bodies.

This will be accomplished through overseeing the planning, execution, and monitoring of Manitoba’s approach, strong planning, issues management, data/trend analysis, relationship building with stakeholders, and understanding implications in all areas, including resources and service delivery. The Indigenous Child Welfare Specialist will be charged with ensuring that the development of coordination agreements align with government’s principles and are founded upon the intended direction of the Division, the Department and government.

Qualifications:
Essential:

  • Post-secondary education in social services, public administration, business administration, or related field of study with extensive experience in negotiations, finance, law, business and administrative services in large multi-dimensional organizations, or an acceptable combination of education, training and experience
  • Experience in supporting the negotiation of multiple complex bilateral or trilateral agreements simultaneously
  • Extensive experience working with government policy, legislation and decision making processes
  • Knowledge of the principles of the financial and political aspects of social services funding including accountability and good governance
  • Superior analytical and problem solving skills, with the ability to demonstrate initiative and sound judgment
  • Excellent communication and interpersonal skills with the ability to liaise and build relationships with Indigenous leaders/organizations
  • Experience working with the principles of reconciliation 
  • Strong verbal and written communication skills with experience managing internal and external stakeholder relationships and the ability to address difficult issues using diplomacy
  • Experience providing leadership and direction in the design and implementation of policies and programs, strategic planning, transition planning and change management initiatives
  • Excellent political acumen skills demonstrated through experience providing strategic advice to senior leaders and officials on complex and sensitive issues and the ability to manage large scale change initiatives is essential
  • The incumbent must have a proven track record of working independently, with minimal direction, on complex policy issues, strategies and projects

Desired:
  • Knowledge and understanding of Manitoba’s Child and Family Services legislative and regulatory framework, including the devolved governance structure
  • Experience working in a child and family services, policy and program development, and/or project management environment

Duties:
As a conduit between the Division and lead representatives from other provincial departments (e.g., Indigenous & Northern Relations) the federal government, and Indigenous Governing Bodies, the Indigenous Child Welfare Specialist provides relevant, well-researched advice, up to date information, and support for any negotiations. The incumbent proactively identifies, documents, and communicates changes from the Federal, Provincial and/or Indigenous governments that may impact the Division. The incumbent liaises with impacted Divisional functions or teams to assess the impacts of the changes.

The Indigenous Child Welfare Specialist has management responsibilities of the policy/financial work in a number of crucial areas, including:

  • Coordinating, implementing governments directed strategy
  • Coordinating the required program-level analysis in the areas of policy, funding, trend, and data analysis
  • Providing advice/direction for new system requirements, project management, and issues management
  • Monitoring and approving all communications regarding program outputs
