Qualifications:
Essential:

  • Completion of post-secondary education in Supply Chain Management or a related field. An equivalent combination of education, training and experience may be considered.
  • Experience with the competitive procurement cycle, including: tendering, evaluation strategy, supplier selection, contract award and contract management.
  • Strong interpersonal skills with the ability to build and maintain productive working relationships with a variety of stakeholders.
  • Strong written communication skills.
  • Strong verbal communication skills.
  • Strong critical thinking and problem-solving skills.
  • Effective time management and demonstrated ability to prioritize and meet deadlines.
  • Proficiency in MS Excel.

Desired:
  • Experience negotiating internally and with suppliers and demonstrating the ability to apply a process to structured negotiations.
  • Experience with SAP within the procurement and/or financial modules.

Duties:
The Procurement Officer is responsible for the economical and expeditious procurement of goods and services within assigned commodity lines for departments, agencies and programs of the Province of Manitoba.  The work is technical in nature and often involves a high degree of complexity and the application of a variety of purchasing techniques with the aid of a computerized purchasing system. The Procurement Officer has the ultimate authority to award contracts on behalf of the client department, independent of the client.
