The Policy and Strategic Initiatives Branch is responsible for the management of Indigenous and northern policy, the provision of timely, practical, and effective advice on a wide variety of Indigenous and northern issues, and the implementation of various strategic initiatives.  The Branch actively supports the development and delivery of policies, programs, and services to improve social and economic outcomes for Indigenous and northern peoples. 

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must be willing and able to travel to remote locations within and outside of the Province as required, by various means of transportation including small aircraft and boats, on short notice
  • Must be willing and able to stay overnight throughout the Province in various types of accommodations
  • Must be willing and able to work overtime including attending evening meetings, as required
  • Must possess and maintain a valid full stage Class 5 Manitoba Driver’s Licence

Qualifications:
Essential:

  • Post-Secondary Degree in public administration or social/political science with extensive related experience in policy and program development, planning and performance measurement.  An equivalent combination of education and experience may be considered
  • Supervisory experience including planning, coordinating, influencing, mentoring, and evaluating the work of team members
  • Financial management experience including knowledge of budgetary processes and requirements
  • Knowledge of Indigenous histories and perspectives with the ability to identify and draw connections to contemporary issues and events
  • Superior interpersonal skills with the ability to develop and maintain positive working relationships with a variety of people by building rapport and resolving conflict as required
  • Excellent written communication skills for report writing and correspondence
  • Strong verbal communication skills including the ability to make formal and informal presentations to a variety of audiences
  • Excellent analytical and research skills for the purpose of planning and developing policies, programs and initiatives

Duties:
Reporting to the Director, Policy and Strategic Initiatives Branch, the manager takes a lead role in support of the Director regarding the strategic development, negotiation, implementation and coordination of regional, community and/or province-wide initiatives and policies in Manitoba to improve the quality of life and well-being of Indigenous and northern Manitobans. This includes responses to current and emerging issues on matters which may have an impact on federal, provincial and Indigenous governments.  The manager provides managerial, administrative, technical, consultation, research and analytical support to the Director,  as well as direct supervision, support, and guidance to other policy analysts within the Branch.

The incumbent must be able to work independently and provide leadership to other policy analysts in a team setting.
