The Victim Services Branch provides a wide range of services to clients throughout Manitoba, including domestic violence and child victims and victims of the most serious crimes, as outlined under The Manitoba Victims’ Bill of Rights and the Canadian Victims Bill of Rights (VBR).

Qualifications:
Essential:

  • A Bachelor of Social Work degree or an equivalent related Social Sciences degree, equivalent combinations of education and senior management experience may be considered
  • Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future
  • Management experience with responsibility for human and financial resources which includes budgeting and financial management
  • Experience translating strategic priorities into clear operational and business plans which includes experience with strategic performance management
  • Strong verbal communication skills
  • Strong written communication skills in order to produce a wide range of materials such as policy and planning documents, Treasury Board Submissions, and annual reports
  • Excellent interpersonal skills with experience managing internal and external stakeholder relationships
  • Effective political acumen skills that include providing strategic advice to senior leaders on complex topics and sensitive issues
  • Excellent organizational skills with the ability to prioritize and work under pressure to meet workload demands and deadlines
  • Experience providing leadership and direction in the design and implementation of legislation, policies and programs
  • Experience building relationships with Indigenous people and implementing the principles of reconciliation
  • Strong knowledge of the factors that impact crime trends and victimization throughout Manitoba, including the complex impacts of trauma on victims of crime
  • Ability to interpret and apply federal and provincial legislation including changes to the Criminal Code to assess the impact on the various victim services programs or other divisions within Justice

Desired:
  • Experience working with victims of serious crime, domestic violence and child abuse as well as with families at risk of or experiencing conflict

Duties:
Reporting to the Assistant Deputy Minister, Courts Division, the Director provides provincial leadership for development and implementation of victims' policies and standards while providing advice and recommendations to senior Justice Officials for program and policy development in the areas of victim services, domestic violence and child abuse. These programs include: Compensation for Victims of Crime Program, Domestic Violence Support Services, Child Victim Support Services, Victim Rights Support Service, the CELL Program, Victim/Witness Assistance Program, Victim Impact Statement Program, POD (Protection Order Designate) training, the Manitoba Domestic Violence Death Review Committee, and new initiatives in supporting victims involved in restorative justice and family law proceedings.
